According to TFF capacity is 76,092.
So 75,486 is the UEFA capacity.

From 2002 to 2005 the Ataturk Stadium had a capacity of 80,000. In 2005, the stadium was reduced to a 75000 capacity by removing the seats from where it was not possible to see the entire pitch. Where were those removed seats, anyway?

As you maybe know Turkey is bidding to host the EURO 2016.

According to the TFF they plan to use this stadium for the final.

BUT, they plan to expand the stadium and make it full covered.

How is the stadium going to be full covered? The west side has 3 tiers, the east has 2 tiers, and the north and south ends have one tier. I like the roof the way it is now, it would be an impossible job to cover the entire seating bowl.

Why not dig out the athletics track and make it a proper football venue? ;-)

No way in hell we are doing that. Istanbul has too many fotball-specific stadiums already. Asides, it's an "Olympic" Stadium, and it is supposed to have that track. If the track is removed, this could harm a future Olympic bud for Istanbul and could make us waste money on white elephant.

And one other question: Is the stadium even designed to support any expansion?

Maybe so but it would set a new record for attendance in a Euro Championship

Actually you could use the Wembely platform system.
YOu just have to install platform over the new 1st tier

IMO 2nd tier at the ends is possible

No, I like the field the way it is now. There is not going to be a new 1st tier, the stadium may end up with 4 tiers and it WILL be a bigger white elephant is it is made into a football specific stadium, Istanbul has far too many of those already. A 2nd tier at the ends is the only thing we're doing to expand this stadium and we are NOT doing anything else.

Why did this discussion resumed again? Is Turkey's bid strong enough?
