as far as I can tell East Harlem have literally blocks upon blocks that can be raised with no any loss for the city and you can easily build there.. It must be way cheaper, than buying land lets say in the middle of Midtown. Even Park Avenue on its upper section - I counted like 24 spots where, if zoning is providing for this, you can built supertalls. Harlem is no longer a dump as it used to be. So nothing wrong in having a third supertall district uptown.

You mean there would be no displacement of residents there, are these blocks mainly currently vacant, mainly lots or generally dilapidated?
