New design has emerged, though it may not be the final design submitted for approval.

Comments attributed to the new planning minister in the last few days have thrown some doubt over it being given approval.

The street is one of Melbourne's busiest at weekend nights, when thousands of tourists and locals bound for the casino cross from the Southgate centre.

The plans boasted that the sky bridge would link its two six-star hotels so that guests could easily cross between them without having to get down to street level.

The application to the planning minister – which is understood to have been put on hold while final designs are completed and resubmitted – said the bridge was "provided to connect hotel guests between the two six-star Crown Towers hotels".

Crown gets the land the casino stands on for $1 a year, under a 40-year contract signed by Jeff Kennett in 1993.

The massive proposed tower would also cast significant shadows.

The hotel and apartment skyscraper proposed late last year was to have 400 hotel rooms, 564 apartments and almost 3000 square metres of office space. It would also have parking for 1028 cars, 380 bicycles and 44 motorbikes.

Melbourne City councillor Stephen Mayne spoke at a Property Council event on Wednesday and said that the sky bridge in particular, as well as the tower above, would be a very interesting test for Mr Wynne.

"Because you have got Sydney approving a 77,000 square metre hotel at Barangaroo [for Crown], and at the same time Crown are asking him to approve this," Cr Mayne said.

Crown Resorts did not respond to a list of questions sent to it on Wednesday about the plan, but spokesman Karl Bitar said Crown and Schiavello were currently working with their architects and would lodge updated designs this year.

A spokeswoman for Mr Wynne said the minister had not yet received a final application for the project.

EDITORIAL: Ambitious landmark a welcome addition

The Queensbridge Hotel Tower proposal is the result of a global design competition by Crown.

It would give the company four hotels here, with more than 2000 rooms, amid rising demand for luxury accommodation from local, *interstate and international visitors.

Crown executive director James Packer said: “Melbourne is the world’s most liveable city and we want to keep the tourists rolling in, but to do that you have to keep investing and upgrading.’’

The new hotel will not have gaming facilities, but will boost its revenue from gambling.


How it measures up.

The winning design, by British architects Wilkinson Eyre, comprises three interlocking sculptural forms soaring more than 300m, providing “a graceful and iconic addition to the Melbourne skyline”.

A public forecourt will include shops and restaurants while Crown also has ideas to rejuvenate nearby Queensbridge Square, pending talks with local authorities.

Crown’s partner on the project is builder and developer Schiavello, which had different plans for the site until approached by the casino owner to join forces.

The skyscraper, which would be similar in height to the Eureka Tower, still requires planning approval and clearance from aviation authorities because of flight path regulations.



What it would mean for Melbourne.

It would be subject to new CBD height controls introduced by the Andrews Government, however Crown is confident that it could reach for the sky as a project of considerable state significance.

Crown declined to comment on the project’s cost, however property sources said it was in the vicinity of $1.5 billion.

Due to open in late 2019 or early 2020, the Queensbridge Hotel Tower is expected to generate about $140 million in corporate, payroll and gaming taxes, and rates over the first decade of operation.

It would create 1200 direct and 1680 indirect construction jobs over five years, and 1050 permanent jobs, including 450 direct and 600 indirect positions.

Apartment owners will have access to the hotel facilities such as room and concierge service.

Mr Packer is due in Melbourne this week to attend Crown’s annual meeting.

BRIDGE TO THE FUTURE

A “SCULPTURAL” pedestrian bridge will soar above a busy Southbank road under Crown’s plan to add a new six-star hotel to its entertainment complex.

The ultra-modern glass and metal structure will link Crown Towers with the proposed Queensbridge Hotel Tower so guests can access the casino and other venues.

Perched at the top of the tower will be a 300m-high bar, restaurant and garden terrace space that will be open to all.

Crown expects it will also be used for events such as birthday parties, board dinners and weddings.

Crown executive director James Packer said the vision for the sky bar was to create a unique visitor experience.

“It will have some of the best views in Melbourne and become a must-see destination for tourists and locals alike,” he said.

Crown executive vice-president of strategy and development Todd Nisbet admitted there would be debate about the air bridge proposal over Queens Bridge St, but he said it was vital for all of the facilities to be connected.

“It’s not feasible in this age of competitive global luxury travel to ask six-star hotel guests to dodge the traffic and wet weather just to visit another facility in the resort. This discreet yet attractive link is a necessity for a six-star hotel to succeed,” he said.

“We actually think this is going to be highly photographed and a very cool thing — people will want to go and check it out.”

An all-day dining precinct is planned for level 38, with magnificent views of the city and Port Phillip Bay, while a resort pool and external terraces will be located on the 10th floor.

Apartment residents will have access to hotel amenities and services like housekeeping and room service, as well as *enjoying their own private areas. A public forecourt at the base of the tower will be *integrated with the streetscape and will feature shops, cafes and restaurants.

Crown has also suggested ways of revitalising nearby Queensbridge Square with greenery and pedestrian-friendly features.

Paul Baker, from project *architecture firm Wilkinson Eyre, said the tower would be an outstanding addition to the world’s most liveable city.

“We approached this project with the ambition to create an elegant and timeless building that will become a new, world-class landmark against the Melbourne skyline,” he said.

Crown’s partner in the project Tony Schiavello said the key site deserved a special building that had international appeal, timeless form and *design.

Find it a bit mis proportioned compared to the surrounding buildings.

Ground level looks pretty odd too, like a bunch of styles mixed up together.

Overall, is a great add to the skyline. Guess I should wait for better renderings to make a final statement.

Improvements to Queensbridge Square proposed too, which look nice (although I doubt Vicroads will allow a tiled roadway, I imagine that'll remain asphalt)

According to Herald Sun application which has now offically being submited is for a 323m tower - making it the cities tallest, also a few more apartments but same number of floors.
