North and central parts have people coming in hordes, south and west have people leaving in hordes.

Chicago has a metro area of around 10 Million people and boasts one of the strongest economies in the world with the Chicago Stock Exchange, Chicago Mercantile Exchange, countless Fortune 500 companies, world class museums, restaurants, shopping, sports teams, etc... it has more than enough going for it to sustain large development.

By metro area it is losing people. The Core of Chicago, however, is rapidly gaining people and the metro area created 60,000 jobs last year.

I thought the opposite was true, where did you hear this?

One thing Chicago has going against it is nasty weather... but then again cities like Toronto or London are hardly better in that department and thrive

I have attached a link below from the NY Times which shows Chicago's core is booming with job growth... Chicago's core is growing faster than NY, LA, SF, etc... and we know that people follow jobs.

This points to one of the reasons why you can expect to see sustained large development in downtown Chicago.

A lot of people think that Chicago is ran by gangs and corrupt officials due to the media. Also the sprawling suburbs do contribute to Chicago's growth and economy.

I like the design of this building but we have toooo many beige colored buildings.

Gangs running the city is a ridiculous concept, but there is a good degree of truth to the corrupt officials. Agreed that there is way too much beige. The amount of featureless blue glass that seems to be going up everywhere now isnt a good substitute, though. Chicago needs more of a mix of materials.

My goodness! This thing is incredibly thin!
Looks amazing! And I can't wait for it to be finished.
Will be an awesome addition to the skyline.

Finally another New Classical tower for Chicago, that shows respect and dignity towards the cityscape!

Additional renders in high quality:

Future new classical towers could need an actual roof or crown though, like Chicago's Park Tower.

I'm starting to call it feaux-deco post modernism. 30 park Place is another example. This tower in St Louis is more apt to be called 'neo art deco' Flashy and symmetrical.
