Seems like good rolling stock and a good deal for Mexico. Did I understand the articles correctly and Bombardier's offer failed to meet the technical requirements?

You got it right. Something is wrong with Bombardier Transportation Mexico.

They've failed to meet the requested standards for two key projects: the HSR Mexico - Querétaro and the Mexico - Toluca Intercity Railway.

In this avenue called "Las Torres" is where the train goes through the entire city of Toluca

May I have to ask: isn't this kind of project more suitable for Mexico-Queretaro HSR?

Yes, this will benefit many more people than a HSR project. What Mexico needs is to increase interurban and suburban rail choices for commuters. That will benefit millions of people who can become daily users of the infrastructure instead of a handful of passengers on a HSR line.
