용산4구역 주상복합, 6년 만에 '개발 탄력'

시공사 효성 선정


[ 윤아영 기자 ] 용산 참사, 용산역세권 개발 무산 등 악재가 불거지면서 6년째 제자리걸음을 했던 서울 용산구 한강로 3가 ‘용산4구역 도시환경정비사업’이 정상화되고 있다. 조합 임원진을 새로 구성한 데 이어 시공사 선정에 성공하면서 사업이 급물살을 타고 있다.

21일 부동산업계에 따르면 용산4구역조합은 지난 19일 조합원 총회를 열어 단독 후보인 효성을 시공사로 선정했다. 이는 용산역 인근 한강로3가 63~70 일대 5만3066㎡에 주상복합 타운을 건설하는 사업이다. 용산역세권 개발사업이 무산되면서 인근 부동산값이 떨어지고 사업 수익성이 하락하자 삼성물산 대림산업 포스코건설 등 기존 시공사는 작년 6월 사업 불참을 선언했다.

조합은 작년 10월 시공사 재선정을 시도했으나 단 한 곳도 응찰하지 않아 무산됐다. 이번에 시공사 선정에 성공함에 따라 사업의 가장 큰 걸림돌이 해소됐다는 평가다.

서울시와의 사업계획안 변경 협상도 속도를 내고 있어 사업이 완전 정상화될 가능성이 높다고 인근 중개업소들은 전망한다. 서울시는 조합에 비주거시설 1개 동을 ‘의료관광호텔’로 통매각하는 방안을 제시한 것으로 알려졌다. 용산역에 면세점이 들어서고, 인근 용산5구역에 국내 최초의 의료관광호텔이 건설될 예정이어서 4구역과 함께 이 일대를 ‘의료관광 클러스터’로 발전시키겠다는 구상이다. 조합은 현재 용적률과 주거비율 상향 조정, 주택형 변경과 획지통합 등 사업성을 개선하는 안건을 서울시와 협의 중이다.

서울시 관계자는 “시공사 선정에 성공했다는 것은 정상화로 가고 있다는 긍정적인 신호”라며 “현재 논의 중인 사업계획 변경안이 통과되면 바로 분양 등 후속 절차를 밟을 수 있을 것”이라고 전망했다.

This is the main World Construction subforum, not the Korean one, so please provide at least one line of summary in English for the article..

Anyway, after many failed attempts to redevelop the land for 6 years, the situation has normalized and the General Assembly (of people owning land there) has found a bidder, Hyosung (which was the sole bidder), to develop the project. Details are still up in the air, with negociations with SMG to turn the place into a medical cluster (Plot 5 right next to this Plot 4 has almost finalized plans for a Tourist Medical Hotel). Expect renders to change once the project moves further forward.

This lot, the last major piece of prime real estate just East of Yongsan Station has been awarded to Hyosung, which will develop the site as a residential complex under the Harrington brand.

According to this realtor, Hyosung plans to start construction as early as March. In any case, there are currently doing some preparatory work on the site.

I hope that they keep that other design (if that's not a render of their proposal), and don't replace it with something more milquetoast. The area around Yongsan Station is going to look quite decent with everything going up in the vicinity. All that'll be left is redeveloping the railyard, which will likely be very exciting... whenever it comes.

The rendering was released today!
Looks like the office building, 34 floors-tall will be dressed in a glass facade from top to bottom.
A new park, larger than Seoul Gwangwhamun Plaza will also be built with the 8-building project.
Other than that, I love how there's so much glass even on the apartment buildings - unusual for Korean residential buildings.

So, with my usual luck, I posted the update the day before the news came out.

Nice to see that the park is still in play. Since it not only affects this project but other units in the area, I was afraid it might become a collateral casualty.

For those interested in estimated building heights (I know, the renders don't really show all of them) :
34 Fl x1 (office) : 151m
43 Fl x 2 (residential) : 143m
39 Fl x2 (residential) : 131m
31 Fl x1 (residential) : 105m

These are CTBUH calculator estimates, so the actual height will be different
Based on similar buildings U/C in the Yongsan area, I'd bet the actual buildings might be a bit taller, but who knows.

Plans for the construction have been approved by the city of Seoul. Construction is scheduled to start in September, with June 2020 set as the target date for completion.

Yes, this all really does look quite good. Hopefully it's built just as it's shown here. With this and all the other buildings going up here, Yongsan is turning into just the kind of area that I'd been hoping to see in Seoul: pedestrian-friendly, lots of well-designed towers, and excellent public spaces near good transit links.

According to this article, which deals with what this project has overcome and the tragic events of 2009 (which involved death), the project is moving forward even further and final construction authorization from the city has been obtained in September.

Completion is scheduled for June 2020.

After a few weeks / months of relative inactivity on the site, I went by Yongsan a couple of days ago and I noticed that some heavy construction vehicles were moving in and out of the complex, so excavation is probably going on right now, although I wasn't 100 %.
