Quite magnificent.

Is this an opera house as well as a theatre for plays? The interior looks like opera house in Milan and Paris.

That's right
Though it was built for the opera concerts, it is used today for public events, another kind of music bands, threatre, and celebrations. The design of its interiors were based on the Ópera Garnier of Paris. The big public and private palaces of that era were built by french architects. They often designed them on France and sent the Building Floor Plans to Argentina. In a lot of cases, they monitored the construction from there.

The Teatro Colon has a better acoustics in the world (Opera Garnier, Opera Scala level.) It's a National Historic Monument and restorated in 2005-2010.
