The plans show a penthouse on the 36th story but also includes a rooftop similar to the Park Lafayette towers so I would say 37 total.

Building includes:

Up to 369 Parking Spaces
Retail Space
Sport Court
Sport Lounge
Fitness Center
Media Center
Game Room
Pool (7th Floor)

Final height wasn't listed but this project looks HUGE!

Carroll Properties' 37-floor apartment complex receives recommendation from plan commission

Designs for Carroll Properties Inc.’s 275-unit apartment complex to be built at 700 E. Kilbourn Ave. in Milwaukee gained a design endorsement Monday.
Initially, the project plan called for building 224 units, but the Chicago-based developer asked for a substitution ordinance that received a recommendation from the Milwaukee Plan Commission at its Monday meeting.
“This really allows us to be flexible with our planning because we think there’s a lot more depth in this market,” said Bob King, president of Carroll Properties.
The plan, which will need final approval from the Milwaukee Common Council to proceed, will allow Carroll Properties the option to build up to 275 apartment units, including a penthouse, at the corner of North Van Buren Street and East Kilbourn Avenue. The tower would replace a former Edwardo’s restaurant and a parking lot.

Chicago firm apparently drops downtown apartment tower proposal

It's been nearly 18 months since the Common Council approved plans for a luxury apartment high-rise on downtown Milwaukee's east side.

But work has yet to occur at the development site, a former Edwardo's Pizza restaurant, 700 E. Kilbourn Ave.

Department of City Development officials haven't been in contact with the developer, Chicago-based Carroll Properties, "in quite a while," said Jeff Fleming, department spokesman.

Carroll Properties President Robert King couldn't be reached for comment.

But site owner Tim Gokhman, of New Land Enterprises LLP, said Carroll's purchase option has expired.
