North Sydney is combined with the Sydney CBD as a "global centre." Thus Parramatta is the "second CBD."

Confusingly, a DA has been lodged to modify the development substantially...while construction continues.

Draft Design Competition Brief

and as such the brief states that the competition entries are restricted as follows:

> The columns, lift shafts and fire stairs are to remain in the approved position.
> Changes to the size and mix of units up to level 25 is limited to a maximum of 5% variation.
