It's being restored by the National Governmen as the rail system of the city still belongs to the country, unlike other cases like the subway, who recently was delivered to the Federal District of Buenos Aires.

I think he's talking about the revitalization of the Microcentro (not the station) which is entirely being made by the city hall.

Retiro Station is beautiful. Unfortunately it is full of dreadful posters.

The range would be the zone within 9 de Julio, Leandro N. Alem and Independencia avenues. From the pedestrian streets of the new plan to the facades of the buildings.
