From the City's memo to Duval (with my emphasis):

Quote:
The City has deemed your proposal as deficient for the following reasons:

1. It is difficult to determine if Duval Development has the capacity to complete the development. No information is given to show previous experience of Duval in any of the comparable projects listed in the proposal. Staff asked you to describe the specific role each of the team members held in the projects depicted. In response, you requested a meeting to “generate confidence” in the project team. The proposal lists only one project with the title “Developer” (the Aqua project in Chicago), and it is not clear that Duval was actually the developer on this project.

2. With respect to the housing developer identified in your proposal, you clarified that Magellan would only serve in an advisory capacity to “verify feasibility of” the residential component. Magellan would not be the housing developer.

3. The proposal’s market study, financial proformas and corporate financial information are incomplete to determine the project’s financial viability. The marketing plan, for instance, simply lists recent real estate and hotel transaction data, and follow up information provided does not provide significant clarification or insight.

4. It is unclear how you will raise the equity shown in the capital proforma since you did not submit corporate financial statements.

5. The information provided on the capital and operating proformas show new assumptions around uses (condominiums) which were not included in the initial proposal. It is unclear from the materials provided how this change in use impacts viability.

I should note that the RFP states that the City has reserved the right to reject any or all proposals or parts of proposals, to negotiate modifications of proposals submitted, and to negotiate specific work elements with a proposer into a project of lesser or greater magnitude than described in this RFP or the proposer’s reply.

The entire district, including the park in the photo was torn down in the 50s, 60s, etc. They claimed it was a way to combat crime and homelessness in the area. We lost so many buildings to that and now the city is attempting to re-build it to be the gateway once again with new iconic, exciting buildings.

Here's another picture of the district, this block was called "Bank Row":

AND HERE'S THE BEAUTY THAT LIES THERE TODAY! WOW! The ramp is where the white bank on the furthest right was

Very sad.

A mod should change this to 'Cancelled', unfortunately

How long it will be cancelled for is the question though.

There are still 3 proposals for this site, all around 30 stories. So, if anything, this should go back into the highrises section.

We've settled for mediocrity.

We haven't heard from the developer yet. Fingers crossed they secure financing to build the tower in a different location.

Council encouraged the developer to go back and get his ducks in a row and come back to the table...stating there were other sites available that he could possibly build upon....My thought is that they "the city" did not like such a tall building outside the downtown core of tall buildings and felt it would have been an anomali where it was....By bringing it back at a different core site it would help keep the skyline pyramidal shape that Minne currently has from a distance. Just my thought on it but maybe I'm on something or onto something.

Don't forget MINNEAPOLIS is possibly getting a four seasons hotel as well. Still in construction plans I believe.

That unicorn spire is atrocious and out of place.
