that's because some heavy-polluting companies has been shut down and moved out of Beijing before the Olympics, i.e. one of Beijing's most profitable and most polluting company, Capital Steel, has been move to Tangshan.

shut up!, go to off topic forums to discuss that, and besides, I don't know of any Chinese that eats tiger meat (not that I would have a problem with it, almost all meat is tasty)
