Two things:

1. If people want updates, there is in fact a webcam

2. I've been thinking about this, and this tower must be one of the tallest towers meant only for seniors, maybe the tallest.

I went past the site yesterday and there has actually been some progress made. I was surprised at how well it's rising. Unfortunately, I was camera-less.

Yes - he means above ground. I was there this weekend, as well, and can confirm hydro's findings.

It looks like they may be up to 5-6. I took photos of this (and the Elysian and 10 E Delaware) before work. I'll post them later this evening.
