Sure, there are ticket windows at each station, but the are usually understaffed resulting in very long waiting times during rush hour. So are there any plans to finally change this in the near future?
Presently, there are 73 operating AVMs (automatic ticket vending machines) in the following 30 Delhi Metro stations:-

New Delhi, Hazrat Nizamuddin, Tilak Bridge, Shivaji Bridge, Delhi Jn, Anand Vihar, Palwal, Faridabad New Town, Faridabad, Sahibabad, Delhi Shahdara, Narela, Badli, Ghaziabad, Naya Ghaziabad, Tughlakabad, Delhi Cantt, Delhi Sarai Rohilla, Delhi Kishanganj, Shakurbasti, Bahadurgarh, Subzi Mandi, Ballabhgarh, Modi Nagar, Murad Nagar, Meerut City, Sonipat, Gurgaon, Delhi Sadar Bazar and Okhla stations.

Not much. Security is quite tight (though the reason for high security is terror threat and not petty criminals). I have seen drunk persons being turned away at security check.

The MORE card:

Delhi Metro launched the MORE card in August this year. The MORE card is a common mobility card for all public transit (all Metro lines, bus systems, taxis and parking). Over 65% commuters use this card presently.

The MORE card is being extended to all rapid systems across India, including the mass rapid transit systems in the pipeline / under construction in 15 other major cities.
