The Planning Officers are recommending a conditional grant on this Planning Application - this is an excerpt from their report to the Planning Committee dated 23rd August 2013:
52. The current industrial buildings are vacant, unattractive and do little to add to the economy of the city or character and appearance of the locality. They have been unsuccessfully marketed for at least two years which indicates no viability in their industrial re-use. It is considered that the re-use of the site for a residential use will constitutes a viable, sustainable use and will have an economically positive impact on the local area, bringing in new activity and money to be spent in the locality. The physical improvements which will be made to the site are clear with the development of a modern, well designed and interesting new addition to the street in scale with existing buildings.
53. On that basis Committee is therefore recommended to approve planning permission subject to:
1. A Section 106 Legal Agreement to secure:
• Contribution of £47,216 under the Developer Contribution Model for Transport - Urban Core;
• Contribution of £51,792 under the Sport, Open Space and Recreation Model.
• Fees to make the necessary Traffic Regulation Order to impose waiting restrictions on Russell Terrace.
2. Conditions relating to the following issues:
• 3 year time limit;
• Sample materials;
• Large scale details;
• Scheme for surface water treatment;
• Travel Plan including details of drop off/pick up;
• Student occupation only;
• Reinstatement and resurfacing of footway surrounding the site prior to occupation;
• Implementation of cycle parking;
• Construction Method Statement including hours of construction;
• Details of refuse storage with none stored outside of the premises;
• No externally opening doors over the highway;
• Land contamination and remediation;
• Implementation of noise insulation and ventilation measures in accordance with the recommendations in the submitted reports;
• Training and Employment Management Plan; and
• On site renewable energy measures.
54. In the event that a satisfactory section 106 agreement covering the issues raised above is not received by 03/09/2013 it is recommended that the application be refused for its failure to make adequate provision in this regard.

EXTRACT
Engineers are set to build a controversial new block of student flats using hundreds of prefabricated “modules.”
The five-storey 206-bed building, on Clarence Street in Shieldfield, Newcastle, is being built by Sir Robert McAlpine and Premier Interlink
“To allow further accommodation for the high student admission rate at Northumbria University, Premier Interlink were asked to provide a 5-storey, 206-bedroom accommodation block situated close to the city centre in Newcastle Upon-Tyne,” a spokesman for the company said.
“The finished building will comprise a mixture of 54 studio flats, 150 en-suite bedrooms and 2 accessible en-suite rooms with associated plant rooms, cycle storage and landscaping to the exterior.
AND
In total the project will see Premier Interlink manufacture a mixture of 284 steel framed modules using line loaded methods of offsite construction. The modular manufacture is now over 75% complete with the installation of modules on site commencing in February 2015.
“The student accommodation block is due for handover September 2015, in time for the new intake of students commencing their first semester at Northumbria University.”

Any chance of a project specific thread for the Clarence Street Student Accommodation Project (it now has a name "The Foundry") as it is well under way and there are plenty of pictures and comments about it?
it is currently being covered on the generic Newcastle Student accommodation thread.
Yes, there are some advantages to covering projects (in the early stages) on generic threads, like the various "Area Developments" threads, or the generic "Student Accommodation" thread (in this case) in that people know where to go to look for them.
However, once a project has definitely got the go ahead and/or work has actually started, and if it is a significant and large enough project and also (crucially) there is sufficient interest on the forum by photographs being taken etc - then here on Skyscraper City we have a 'presumption' towards the preferred coverage being continued in a named individual 'Project Thread'.
All the above criteria need to be met, and in this case in my opinion, they have been.
So, thanks for suggesting this Stamford, I will set up a "The Foundry, Clarence Street, Student Accommodation" thread today by "copying" (not "moving") the relevant posts over from the Student Accommodation thread, leaving the original posts in-situ so as not to disrupt the conversation flow on that thread.

The planner who dealt with this application has this to say about building.... "Modular student rooms, built in Hull, fully decorated, complete with furniture and bathroom, shipped in and bolted together on site. Bonkers"
