I think that Europeans building codes usually don't allow to build a dense cluster.
Even where a wide area close to city centre or where there's an high market demand is completely renewed, it is not permitted to construct dense as Lower Manhattan or Hong Kong. |

In my opinion best skylines in Europe (excluding Russia and Turkey) are:
1. London: very diverese, tall buildings, several clusters, pretty futuristic 2. Paris: good height, very dense, interesting designs as well but height and designs could improve. 3. Frankfurt: very dense, tall buildings but kinda lacks diversity and new projects. 4. Rotterdam: very diverse, good location, not very high, good designs and quality 5. Milan: improved a lot, in few years probably top 3, great design, good height, skyline is booming 6. Warsaw: skyline is booming as well but needs more diversity and good quality projects, height is good 7. Madrid: what they have is very good, if they continue developing it will become top 3 for sure.
