Intervju: Nebojša Starčević, generalni direktor „Jata“
Privatizacija nije neophodna
Generalni direktor „Jat ervejza“ Nebojša Starčević ostaje pri stavu da privatizacija nacionalne kompanije znači privatizaciju tržišta i pita se zašto bi baš Srbija privatizovala svoju avio-kompaniju kad većina zemalja u okruženju to nije učinila. On ovo mišljenje detaljnije obrazlaže za „Blic“.

- Treba imati u vidu da između država postoje bilateralni sporazumi na osnovu kojih se leti. Tako je predviđeno ko i koliko leti. Da bi Direktorat civilnog vazduhoplovstva odobrio nekoj kompaniji da leti u Srbiji, mora da dobije saglasnost i Ministarstva za kapitalne investicije i „Jat ervejza“. Kad bi neko kupio „Jat“, odmah bi dobio i udeo u odlučivanju. Takođe, privatni prevoznici mogu da izaberu linije na kojima će prevoziti putnike, ali uvek ima onih letova koji su neprofitabilni i koje mora pokriti nacionalni prevoznik. „Jat“ ima oko osam do deset profitabilnih linija na kojima zarađuje novac, a sve ostale su ili na nuli ili neprofitabilne, ali mi moramo da funkcionišemo jer smo javni saobraćaj. Zato možemo da razmišljamo o privatizaciji, ali ne i da idemo glavom kroz zid.

Pregovori o ulasku Srbije pod „slobodno nebo“ nad Evropom su već u toku. Tako će sve kompanije imati slobodan pristup na bilo kom tržištu. Koliko je „Jat ervejz“ spreman da se bori sa konkurencijom?
- Očekujemo da će tzv. horizontalni sporazum biti parafiran sredinom 2006. godine, nakon čega sledi period implementacije od godinu do dve. Dakle, imamo vremena da se prilagodimo evropskim standardima do 2007. godine.

Postoji li mogućnost da „Jat“ tada nastupi na nekom stranom tržištu, kao što strane kompanije mogu nastupiti u Srbiji?
- Bićemo spremni da prihvatimo svu svetsku konkurenciju ukoliko budemo ravnopravni na tržištu. Posle potpisivanja ovog sporazuma i „Jat“ će teoretski moći da leti na liniji, recimo, Pariz-Frankfurt. Međutim, „Jatov“ pilot pre toga mora da dobije šengensku vizu da bi tamo otišao, mora da dobije radnu dozvolu da bi stanova i radio u nekom evropskom gradu. Dakle, u startu nismo izjednačeni sa drugim državama i njhovim avio-kompanijama.

Kakvim će tokom ići nabavka novih aviona za „Jat ervejz“?
- Najveći problem naše flote je smanjena ekonomičnost, jer moramo mnogo više da ulažemo u održavanje, zbog čega imamo i manju zaradu. Takođe, naša flota je relativno neadekvatna našim potrebama, jer je formirana u periodu velike Jugoslavije, kada smo imali veliko tržište. Sada nam takva flota ne treba. Potrebni su nam mali avioni, od 50ado 70 sedišta, koji će da obavljaju regionalni saobraćaj. Planiramo da u naredna dva-tri meseca iznajmimo dva mala aviona, da bismo podmlađujući flotu i koristeći manje avione postali konkurentniji na tržištu.

Da li će to biti avioni „Erbasa“, s obzirom na to da treba obnoviti stari ugovor sa njima?
- Po tom ugovoru imamo obavezu da kupimo avione, a sada govorimo o iznajmljivanju. Pregovori su u toku, tako da ne mogu sada otkrivati detalje. „Erbas“ i nema male avione. Sada razmatramo nekoliko mogućnosti iznajmljivanja malih aviona, a u februaru, martu sledeće godine planiramo da iznajmimo i jedan veliki avion za linije do Amerike i Kanade.

Koliko je uopšte za „Jat“ isplativa linija ka Americi i Kanadi?
- To treba posmatrati dvojako. Ukoliko posmatramo samu liniju, ona će biti čak i blago negativna. Ali ako posmatramo globalno, preko Beograda će tada leteti putnici iz drugih zemalja ka Americi i Kanadi i na tim kartama ćemo zarađivati. Neke naše analize su pokazale da će to biti profitabilno.

I think it's about Jat wanting to fly to Canada and the US (which they have proposed for 10 years and haven't progressed anywhere). And something about water and Zagreb.

Croatia Airlines, in my opinion, can become a very successful airline. They are already a Star Alliance Member (I know it's only regional, but that's still good). Croatia Airlines also sets themselves quite realistic and achievable targets with their avaliable capital and resources (unlike Jat who suddlenly announces US flights and don't commence till a millenia afterwards). It's also good to see that Croatia Airlines is also receiving substantial passenger growth, though it is smaller than some of the major Eastern Euro carriers, it is increasing significantly, Croatia's booming tourism industry will also help with the increasing passenger numbers.

Within a few more years, people will really begin to notice how it is doing well.

They also cover quite a large route network

sort of visual and distinctive feature like a landmark (not a landmark but similar, centrepiece is not geographically confined term) sort of main feature... Example, an art exhibition wheare centrepiece of exhibition is Donatello's or Rodin's sculptural masterpiece...

Rijeka International Airport Cargo Centre

Investment possibilities include investing into Rijeka International Airport situated in Omisalj at the nearby island of Krk. Since the airport is located away from populated areas and tourist locations, its advantages include no airspace flow restrictions and operating hours restrictions and possibilities for forwarding of cargo and training of pilots.

There has been no significant investment in Rijeka Airport since it was built, except for the Air Traffic Services facilities and equipment. As the airport was primarily built to serve the tourist market of the region, it has never been facilitated as a combined passenger and cargo airport.

The project Rijeka International Airport - Airport Land Side (Handling of Cargo) Facilitation and Runway Extension has been launched as the first attempt of promoting Rijeka International Airports a possible Cargo Hub to and from Central Europe. The aim of the project is to attract investments in order to make airport operations, both passenger and cargo traffic, more profitable.

The City of Rijeka has established "Rijeka promet" Ltd, a company responsible for managing overall traffic development in the interest of the city. Air traffic is one of the city´s most emphasized interests. "Rijeka promet" Ltd offers potential investors consulting services for investing into Rijeka International Airport project.

^wow, great news SC, nice work... does Rijeka have any plans in building new cargo terminal? Are they looking for join venture? I know Port of Rijeka has grown rapidly over past few years, in 2005 it had 45% growth in cargo, and in 2006 Port is hoping to handle over 20 million tones of cargo...

Airport with large cargo terminal would be a logical conclusion, well Amsterdam, Antwerp, Rotterdam, Hamburg and Singapore have all massive cargo terminals, I think Amsterdam's is largest in the world with 1.25 million tones of cargo in 2000...


Mate how is your scheduling anyways, what do you plan for this weekend? if you got time, can you pop up to the Zagreb airport and take few photos, only if you have time... New ATC for example...

Anyways have few questions about Zagreb Airport ?


On this picture I found new structure what is it?
Is it new cargo terminal ? looks quite large 184m52m, only thing I could come uo with is Croatian Airlines technical hanger or cargo terminal? Can you find out for me, thanx a lot..

New ATC is 170m to the right of passenger terminal just above the parking area looks big to, 25x100m , impressive...

1. This is the airforce hangar. Look on the east side and you will see three Canadairs! Cargo terminal is somewhere on the east side of the current terminal.

2. The white one is the CA hangar,and the blue one is the Croatian goverment hangar. They have one Canadair CL600 Challenger.

P.S. I m in Split now and having scool,so I can hardly come and take pitcures. Ask LF or Endimion17.
