Too lazy to translate the details...
Summary :
Business stuff, residential buildings, hotel etc.
Construction begins this year.

I'm always skeptical about Cheongna, haven't really seen much progress there recently.

Yeah, I don't know why their spreading themselves so thin in Incheon. Songdo, massively expensive though it was, is only now starting to pick up some steam, and it's now going to have to compete with Cheongna (assuming it actually gets going)? What about the city center of Incheon itself; how do they expect that to have any life in it with all this other stuff going on around it?

Sometimes, Korean planners confuse the hell out of me.

Songdo is on the southwestern side of Incheon, and Cheongna is due north of Incheon. Basically, there's one development on one side of the airport (Songdo), and one on the other (Cheongna). Why they need two major developments, neither of which is within central Incheon, I don't know.

I agree. Technically, that's even 3 because Yeongjong, the island where the Incheon International Airport is located, is also part of Incheon Free Economic Zone (IFEZ).

I think that they could have waited fro Songdo to reach near completion before starting to develop Cheongna but oh well...

Although this project has been on hold for the last couple of months, it has just been announced that construction group LH has been awarded the development of the land to build the tower (as well as the surrounding complex).

Construction of the tower itself is scheduled to take 4 years. The project has now been revived, but it remains to be seen when (if?) the construction actually starts.
