New plan proposed by the City Council. The site is located next to Gare do Oriente, one of Lisbon's main railway stations.

No, this is just an early study with volumes/shapes. But since is promoted by the city council, there are big chances of being approved. Only then the private investors will present real architectural projects (competition maybe) based on the plan rules.

The plan itself was approved! No information about the architecture of buildings yet. The tallest tower will be an hotel.

Note: the renderings showed in this thread are only volumes and sizes, NOT the final design.

Model of the proposal. In 2006 they had another proposal (see image) with only one taller tower (129m) but the project didn't go ahead.
