Westchester Pavilion Redevelopment Plan Goes Before Common Council

Designed for greater pedestrian access between the city’s Mamaroneck Avenue and East Post Road business corridor and the Bloomingdale Road shopping area, the project would include an expanded sidewalk and publicly accessible courtyard.

In an application for financing with the Westchester County Industrial Development Agency filed earlier this year, the developer estimated construction costs at $277 million and presented a timeline that has construction beginning in May 2016. The developer is seeking exemptions on sales and mortgage recording taxes from the county.

I just want to stress that this is just a concept plan to show what could be done.”
The plan, designed by Perkins Eastman, calls for the demolition of the Westchester Pavilion and the construction of three apartment tower buildings with one level of retail and a limited service hotel. The concept plan calls for 550 rental apartment units, a 180-key limited service hotel, and 140,000 square feet of retail/ commercial space, and 15,000 square feet of office space to accommodate the Hudson Gateway Association of Realtors, which houses its headquarters on the top floor of the Westchester Pavilion. HGAR would occupy space on the second floor of one of the buildings at the redeveloped site. The project would also include a four-story underground parking garage. Biddle added that the rezoning could also allow for medical office use, which could possibly accommodate White Plains Hospital’s growth plans or other health care users. The firm will also look to lease a health club at the property as well.
He said that while the conceptual plan includes building heights, the height of the tower buildings have not been determined as yet. While he did not divulge a potential development cost for the project, he said the development would be similar in scope to the City Center development in downtown White Plains built by Cappelli Enterprises. Cappelli at its website puts the development cost of that project at $320 million.

Can't wait for this to break ground... I'll finally have something new to photograph in White Plains...along with a reason to go up there more frequently.

Downtown White Plains in April 2015. I believe the Westchester Pavilion is out of view on the left somewhere.
