From the Design & Access Statement:
The proposal aims to create a student residential and retail development providing 305 individual bedrooms within 50 shared cluster apartments and approximately 1500 m² of retail and restaurant/bar/café use.
Part of the development will aim to refurbish the Grade II* listed Dobson House and The Oxford Galleries entrance portico, which lie at the front of the site, and create a new podium level of retail accommodation accessed along Oxford Street with three individual student residential accommodation blocks above, of 7, 9 and 11 stories.
Further retail accommodation will be provided within a basement story

Associated communal access facilities for the student residential accommodation will be located at ground floor level; ancillary accommodation such as plant, refuse and a laundry will also be housed at ground floor level.
