I think it's a cool design actually. No reason for a monorail to be conventional, I think.

The fact this is a monorail is kind of interesting. Why monorail?

Is this a metro or a monorail? The images I've seen in the past of this metro shows conventional heavy rail.

There's an heavy rail metro under construction in Catania: a first stretch (3,8 km and 6 stations) is already open (since 1999), but works are undergoing at both endpoints in order to expand service into the city center and along an existing local railway alignment; although in the past several trouble occurred, now they're being resolved and in few years new sections will be added.
The ultimate goal is shown in urbanrail.net map posted here by dimlys1994: it's expected FCE metro line will reach the airport and Misterbianco (a big neighboring town).

The monorail project is far more recent (and not drawn in that map); it's conceived to serve the populous municipalities spread on the hills east of Catania, within its urban area, with some monorail lines linking those towns with a downhill heavy metro station.

Main reasons are steep and irregular terrain and a sprawled settlement pattern, which couldn't generate a concentrate transportation demand big enough to justify an heavy metro line. Proponents thinks this kind of light metro line is a good option because:

Judging by the photos I posted, December 2016 may be overly optimistic. Second Avenue Subway in New York has a similar opening timeframe and is also likely to be delayed into 2017.

When did works for these two stations start? A decade ago? They remind me of ill-fated metro L9 of my hometown...

The extension won't open tomorrow. It has been postponed due to the fact that the Transport Minister won't be able to attend the opening ceremony (in fact there's an ongoing government crisis in Italy, so maybe there will be a new minister next week).

In any event, according to recent news it was probably only going to be an official inauguration, without an immediate beginning of commercial operation of the new stations. Besides, construction works in the intermediate Giovanni XXIII station look far from finished in the recent pictures posted in the Italian sub-forum. Let's see if they manage to complete that station before Christmas, as promised by politicians.

The opening to the public (and start of commercial operations) of Galatea - Stesicoro will finally take place on Tuesday, December 20:

The surface section between Galatea and Porto will be closed, but it will reopen once the other extension, Borgo - Nesima, opens in March 2017. However, Stazione FS will be permanently closed. As a result, Catania will have from next year a metro line with two branches: Nesima - Stesicoro (2/3 of trains) and Nesima - Porto (1/3 of trains).
