Gov`t to Sign High-Speed Train Concession Agreement Today

TEMPO.CO, Jakarta - The concession agreement between PT Kereta Cepat Indonesia Cina and Transportation Ministry has finally reached its conclusion. Having previously failed to sign the deal due to lack of agreement between the two parties, the company has get the green light to obtain the concession.

President Director of PT Kereta Cepat Indonesia Cina, Hanggoro Budi Wiryawan said that he has made a discussion with Transportation Ministry. One of the item agreed by the company is the 50-year concession period.

“The 50-year concession has been agreed,” Hanggoro said after a meeting at the premise of Transportation Ministry, Tuesday evening, March 15, 2016.

Hanggoro said that he will still have to report the results of the meeting with Transportation Ministry to the board of directors and commissioners. The meeting results will also be conveyed to Transportation Minister Ignasius Jonan by his subordinate. “We have to report [the results] first to the BoD. I hope that we will receive good news tommorow [today],” Hanggoro said.

When asked about the meeting results, Hanggoro declined to comment. He also declined to reveal contentious clauses. Hanggoro said that the agreement relates to the clarity of each party’s rights.

“It’s not like buying a motorcycle. Meaning that it needs clear proposal,” he said.

Hanggoro admitted that his company has studied the technology to overcome earthquake at railway routes susceptible to it. “We have met with BMKG [Meteorology, Climatology, and Geophysics Agency],” he said.

The concession agreement is one of the requirements of completeness of document for Transportation Minister to issue business permit for operator of public train infrastructure. The agreement had previously failed to be signed because the company had yet to agree on the 50-year concession proposed by Transportation Minister.

The signing of the concession of high-speed train operation between Transportation Ministry and the company is planned to be carried out today,Wednesday, March 16, 2016, at the office of Transportation Ministry. The signing will be witnessed by Transportation Minister Ignasius Jonan.

Both had previously fail to agree on many items, such as exclusive right. Transportation Ministry would not grant permit for other high-speed train project in the radius of 25 kilometers from the first station to the last station. Whereas the company had asked for the radius to be extended to 50 kilometers.

They have finally agreed on what the government desired, according to Budi Wiryawan, President Director of PT Kereta Cepat. “It’s been agreed at 25 kilometers,” he said in the signing of concession agreement at the office of Transportation Ministry.

PT Kereta Cepat has also set May 31, 2019 as the start of train operation. The date is important as it relates to concession period. Transportation Minister Ignasius Jonan had asked for concession period of 50 years starting from train operation target. Whereas the company had asked for concession period to start from train operation, despite failing to meet the target.

Minister Jonan said that the government does not provide any warranty whatsoever to the company. PT Kereta Cepat had aksed for compensation in the event that an arbitration decided that the government had breached the contract. “No warranty, both in cash nor guarantee,” he said.

Emil Praises Jonan over High-Speed Train Concession

"I appreciate the process because all affairs must follow good administrative procedures. If Jonan has issued [the concession permit], we are certainly glad, so we can achieve the target," Emil said at his official residence in Bandung on Wednesday, March 16, 2016.

Emil said that Jonan's decision reflected a fast action taken for the sake of common interest, while still considering the legal procedures.

Emil said that he would not mind if the high-speed train was to be operated in 2019. Emil also hopes that the light rail transit (LRT) project development connecting high-speed train stations in Tegalluar and Bandung would be realized.

"It's a national project. We will continue to watch for it. Meanwhile, the presidential regulation for LRT is still being discussed," Emil said.

Construction of Indonesia's Jakarta-Bandung Railway Should Start Soon

Indonesian Transportation Minister Ignasius Jonan confirmed on Wednesday (16/03) that his ministry agreed to grant a 50-year concession period to the Chinese-Indonesian consortium named Kereta Cepat Indonesia Cina (KCIC). The granting of this concession means that KCIC should be able to secure the necessary construction and business permits soon. The USD $5.1 billion Jakarta-Bandung railway (in West Java) is one of the mega-infrastructure projects of Indonesia.

Despite the groundbreaking ceremony having been conducted in late January 2016 (witnessed by Indonesian President Joko Widodo), the kick-off of construction of Indonesia's first ever high-speed railway was postponed due to impending paperwork and revisions that had to be made to the project's development plan. Without concession agreement, railway infrastructure operational permit and construction permit the project could not commence as planned. Indeed one can argue that the groundbreaking ceremony was held too soon (just like the groundbreaking ceremony of the USD $4 billion Batang power plant in August 2015). However, these early groundbreaking ceremonies should be seen as signs that Widodo is fully committed to infrastructure development, eager to speed up the take-off of projects even though not all permits have been obtained or all land acquisition activities have been completed.

Transportation Minister Jonan said his ministry granted concessions for the fast train railway to KCIC for a period of 50 years, starting from 31 May 2019 (when the railway is scheduled to become operational). After this 50-year period has ended operation of the railway will be transferred to the Indonesian government.

Originally total costs for the mega-project were estimated at USD $5.5 billion. However, costs were revised down to USD $5.1 billion because the route has been shortened to 142.3 kilometers (from 152.3 km previously) and the train will not pass through Gambir station in Central Jakarta but through Halim in East Jakarta.

The joint venture tasked to construct the Jakarta-Bandung railway is Kereta Cepat Indonesia China (KCIC), which consists of Pilar Sinergi BUMN Indonesia (owning a 60 percent stake in KCIC) and China Railway International Co Ltd (owning 40 percent). The latter is China's largest rail operator. The Pilar Sinergi BUMN Indonesia consortium consists of four Indonesian state-owned companies: Wijaya Karya, Kereta Api Indonesia, Jasa Marga, and Perkebunan Nusantara VIII.

The bulk of the project will be financed through a loan from the China Development Bank. The Indonesian government repeatedly emphasized that no state funds will be used to finance the project. The break-even point for this USD $5.1 billion project is expected to be reached in some 40 years time.

The Jakarta-Bandung railway is expected to boost employment. For the three-year construction phase an estimated 39,000 workers are needed, while an additional 48,000 workers are needed in the next 15 years for the construction of various property and infrastructure projects related to the Jakarta-Bandung railway as new economic centers and cities are expected to rise along the 142 km long route.

The project – the first of its kind in Southeast Asia – has made headlines over the past months, with the latest being the sudden suspension of the construction just days after Indonesian President Joko Widodo officiated its groundbreaking ceremony.

The consortium that won the intense bidding – PT Kereta Cepat Indonesia China (KCIC), a joint venture between China Railway International and an Indonesian consortium of four state-owned firms – had received a permit for only 5km of the rail and had not obtained further permits in time because of incomplete paperwork, earlier reports said.

On Friday, KCIC received the exclusive rights to operate the Jakarta-Bandung railway for 50 years, starting from May 31, 2019, when the high-speed link is expected to be completed.

Indonesian transport minister Ignasius Jonan said his ministry would “immediately” issue a business permit and a licence for the railway construction, Xinhua reported.

Observers say this is a significant step for China’s flagship overseas high-speed railway project.

It will also boost the country’s efforts to export infrastructure along its “One Belt, One Road” route, which has faced local resistance, observers say.

“It is definitely good news for the Chinese, but the way ahead is not yet fully cleared. People should not overlook the obstacles coming up next,” said Zhang Mingliang, a Southeast Asian affairs expert at Jinan University.

The building of the 150km Jakarta-Bandung rail link has sparked widespread discontent in Indonesia despite the project being supported by Widodo.

Provincial representatives have slammed the project for being too costly, unfair to less-developed regions and unhelpful to the poor.

Zhang believed new problems would crop up involving matters like land acquisition, resident relocation and environmental protection, Xinhua reported.

KCIC president director Hanggoro Budi Wiryawan said during the signing ceremony that the construction would train and hire local labour and include a transfer of technology.

But Zhang said the project might not create as many jobs as locals hoped, as more experienced Chinese workers might be required to meet the deadline.

The Indonesian government requires the project to be completed in three years.

The project’s budget was revised to US$5.1 billion from US$5.5. billion. China Development Bank will provide 75 per cent of its loans.

Jonan expected the company to break even within 40 years.

For sure, Wika as state-owned contractor is leading the consortium of Indonesian and Chinese state enterprises responsible for building the 142km railway.

Atkins to Create Transit Oriented Masterplan for Indonesia’s First High Speed Rail Corridor

Atkins has been selected to design a transit-oriented development (TOD) master-plan along the new Jakarta-Bandung high-speed rail (HSR) corridor, the first HSR project in Indonesia. Set for completion by 2019, the corridor will extend 142.3km, stimulating economic growth along the corridor while re-allocating traffic to de-congest the region.

The TOD masterplan will integrate smart planning, land value capture and development/station integration, with Atkins specifically covering "masterplanning, transit oriented development, architecture and urban design, landscape design and station integration for Halim and Manggarai areas."

Bertil de Kleynen, Atkins’ head of architecture in Asia Pacific said: “These TOD projects will support Jakarta’s national vision for sustainable development hubs around key transport links and incorporate positive social, cultural, economic, and community benefits for residents and visitors to the region. The project involves complex design challenges and we will address each development as a fresh challenge and provide design solutions tailored for the individual locations.”

Atkins has previously worked on other TOD projects; including the Cadre International TOD Centre (ITC), one of China’s first TOD projects, with 800,000 square meters of mixed use development; and the Meixi Lake TOD in Changsha for a population of 250,000.

News reports are coming in that five Chinese workers from the HSR project (KCIC) were arrested by Indonesian AF authorities for unauthorized entry in the Halim Airport (used by the military) east of Jakarta...

Five Chinese nationals detained for allegedly trespassing on Air Force land

The Central Jakarta Immigration Office has detained five Chinese workers for questioning on allegations they were trespassing on the Halim Perdanakusuma Air Force Base in East Jakarta.

Immigration office spokesman Heru Santoso Ananta Yudha said the five foreigners are suspected to have violated immigration laws for failing to present travel documents and stay permits.

"According to preliminary investigations, the five Chinese nationals are currently employed in the high-speed train project, which is a national project,"Heru said in a written statement received by thejakartapost.com on Wednesday.

Heru said the air force had informed the immigration office of the detainment of five foreign citizens who had allegedly trespassed on government land while conducting work.

Heru said the five suspects were identified as CQ, ZH, XW, WJ, and GL.

"Both WJ and GL were not able to provide any proper documents," he said.

Meanwhile, CQ provided a copy of a passport, ZH provided a temporary stay permit card ( KITAS ) and XW was able to show a Chinese identification card, Heru said, adding that for the purpose of further investigations, the immigration office would coordinate with the Air Force to confirm the exact activities in which they were involved.

Tempo.co previously reported that Air Force spokesman Air Marshal Wiko Sofyan confirmed the detainment of five foreigners at the Halim Perdanakusuma Air Force Base in East Jakarta on Tuesday.

Another two people, who are Indonesian citizens, were also detained in the same incident. The suspects were captured when they were drilling a hole in the ground.

The Chinese nationals are reportedly employees of PT Geo Central Mining ( GCM ), a partner of PT Wijaya Karya, the company that is currently responsible for the Indonesia-China high-speed train project ( KCIC ). Meanwhile, the two Indonesians are contract workers with PT GCM.

According to the air marshal, the five foreigners are identified as drill laborer and administrator Guo Lin Zhong, 26, administrator and researcher Wang Jun, 28, mechanical engineer Zhu Huafeng, 47, engineer Cheng Qianwu, 48, and engineer Xie Wuming, 41. ( liz/bbn )

Kalla Orders Release of Chinese Nationals Arrested at Halim Air Force Base

Jakarta. Vice President Jusuf Kalla said the arrest of five Chinese nationals for trespassing at the Halim Perdanakusuma Airport in East Jakarta earlier this week occurred due to a procedural failure.

"The foreign workers were not at fault, they just did not follow the correct procedure to obtain a drilling license," Kalla said at his office in Jakarta on Friday (29/04).

The vice president has ordered officials to release the detainees as they are presumed innocent. He added that the government encourages skilled foreign workers to come to Indonesia, because they help to create jobs in the country.

The five Chinese nationals are reportedly working on the Jakarta-Bandung high-speed railway project, which is currently under construction. The Halim Perdanakusuma Airport has been earmarked as the train's Jakarta terminal.

They were arrested, along with two Indonesians, for trespassing in the military zone at the airport.

Regarding the railway construction project, Kalla said he would discuss the matter with Air Force officials to smoothen the station's construction in the airport. The vice president said he believes the project is in Indonesia's national interest.

China offers cooperation to increase speed of trains

Beijing, China (ANTARA News) - China Railway, a Chinese railway company, has offered to cooperate with Indonesia to increase the velocity of mid-speed trains in order to maximize its function as a mode of passenger and cargo transportation.

"We are offering to expand cooperation with Indonesia to increase the velocity of mid-speed trains," President of China Railway Sheng Guangzu stated during a visit to Indonesian Minister of Transportation Ignatius Jonan here on Friday.
He noted that China had increased the velocity of its mid-speed trains since 1979, or since Chinas reform era.

"Before the reform era, the average speed of our trains was some 80 to 100 kilometers (km) per hour," Guangzu remarked.

Since the reform era, during the period between 1979 and 2007, China had built a large-scale, mid-speed railway network, with trains operating between 120 and 160 km per hour, throughout China. Until the end of 2015, railway tracks, spanning 63 thousand kilometers and supporting mid-speed trains operating at 120 km per hour or more, have been built.

"The mid-speed trains have been adapted to Chinas geographical, climatic, and weather conditions. We have four seasons. There are areas that are very cold in winter, but there are also regions with weather or climatic conditions similar to Indonesia," Guangzu pointed out.

Currently, mid-speed trains in China run at a speed of 120 to 160 km per hour.

"Certainly, the increase in speed will be highly profitable for Indonesia. This can be an opportunity to establish future cooperation between China and Indonesia in the field of railways," Guangzu remarked.

China Railway is also offering cooperation in general railway technology to Indonesia.
In response, the transportation minister has welcomed the offer.

"We will follow up on the offer by sending a team from the Indonesian state-owned railway company," he stated.

The minister noted that the railways in Indonesia were not much dissimilar from those in China, though only differing is scale and number.

"Currently, Indonesia has moderate-speed trains both for passengers and cargo. The average number of train passengers is some 300 to 400 million per year, while 15 to 20 thousand tons per day of cargo is transported by train," he revealed.

Jonan stated that Indonesia had also continued to take steps to offer greater comfort
and convenience to railway passengers.

"Some 40 percent of the tickets can be booked via an e-ticket booking system, and 40 percent of them can be booked via mobile phone, and the rest via call center," he added.(*)

West Papua to Have Its Own Bullet Train Network

Jakarta. West Papua will have its own bullet train network, a high-speed railway line capable of running express trains at a maximum speed of up to 250 kilometers per hour, Hermanto Dwi Atmoko, Director General of Railways, said on Thursday (28/04).

Trains used on the network will be capable of carrying larger loads, similar to those intended for use in Sulawesi and Kalimantan, and run faster than trains in Java and Sumatera.

Hermanto said, after a meeting with West Papua Deputy Governor Irene Manibuy, that the first and second phase of the development will take place between 2016 and 2019.

“First the regional government will have to clear the land, test the routes, assess the environmental impact and look for recommendations from all regional leaders in the area,” Hermanto said.

All in all, West Papua’s railway development will be done in three phases. The total length of the railway track from Manokwari to Sorong will be 390 kilometers. The project is expected to start this year.

"Keunggulan secara teknis yang pertama adalah waktu tempuh yang hanya 45 menit dan bebas macet. Kalau naik mobil dan travel waktu tempuh bisa 2 jam. Begitu juga dengan kereta yang ada sekarang. Dari kapasitas angkut, kereta cepat dalam 1 rangkaian bisa mengangkut 500 penumpang dalam sekali perjalanan. Bahkan bila sangat ramai bisa menarik 2 rangkaian sekaligus sehingga bisa mengangkut 1.000 penumpang," kata Hanggoro di Jakarta International Expo, Kemayoran, Kamis (5/5/2016).

Dalam satu rangkaian kereta cepat akan terdiri dari 8 gerbong yang terbagi 3 kelas yaitu first class, second class dan ekonomi. First class dengan tempat duduk 1-1, second class dengan tempat duduk 2-2 dan ekonomi dengan tempat duduk 2-3. Satu gerbong sendiri bisa mengangkut 50-60 orang sehingga dalam 1 rangkaian kereta mampu mengangkut 500 orang penumpang.

Selain itu, nantinya kereta api cepat juga langsung terintegrasi dengan Light Rail Transit (LRT) yang sedang dibangun di Jakarta dan akan dibangun di Bandung.

Untuk kecepatan maksimal, kereta cepat bisa melaju hingga 320 km per jam dan berhenti di 4 stasiun yaitu Halim, Karawang, Walini dan Tegalluar dengan waktu transit maksimal hanya 3 menit di setiap stasiun.

"Pemilihan stasiun yang disinggahi berdasarkan hasil survey potensi. Karawang karena potensi kawasan industri sehingga mempercepat bila harus ke Jakarta dan Bandung untuk mengurus perizinan. Walini sendiri sudah ada rencana pembangunan kota baru, pusat riset dan rekreasi. Sudah ada rencana pembangunan tersebut dari PT Kereta Cepat Indonesia China bekerjasama dengan pemerintah Kabupaten Bandung Barat dan Provinsi Jawa Barat," lanjut Hanggoro.

"Untuk harga tiket mulai dari Rp 200.000 dan semoga di awal tahun 2019 sudah bisa beroperasi," tutupnya.

Pemerintah Buka Peluang Proyek Kereta Cepat Tahap II

JAKARTA - Pemerintah membuka peluang pembangunan kereta cepat tahap kedua usai proyek Jakarta-Bandung selesai dikerjakan oleh PT Kereta Cepat Indonesia Cina (KCIC).

Direktur Transportasi Badan Perencanaan Pembangunan Nasional Bambang Prihartanto mengatakan, kereta cepat itu bukan hanya Jakarta-Bandung, tapi ada dua sampai tiga tahap lagi yaitu Jakarta-Bandung, Bandung-Semarang, dan Semarang-Surabaya.

Bambang menambahkan, pembahasan lanjutan tahap dua pembangunan Jakarta-Surabaya masih menunggu kereta cepat Jakarta-Bandung selesai dan akan dilihat dulu respons masyarakat.

"Tahap dua nanti setelah tahap satu selesai lihat penumpang membaik dan tumbuh baru nanti mereka berani investasi. Kan nanti jadi pertumbuhan dan baru bicara Semarang atau terus Surabaya" ujar Bambang di Jakarta Convention Center (JCC), Minggu (15/5/2016).

Menurutnya, pembangunan tahap kedua tidak menutup kemungkinan akan terjadi perubahan kontraktor. PT KCIC, kata Bambang, akan melihat demand usai rute Jakarta-Bandung selesai apakah akan melanjutkan ke Jakarta-Semarang atau bahkan terus ke Surabaya.

"Bisa berubah juga nanti. Enggak berhenti dari China juga kan," tuturnya.

Usai Jakarta-Bandung, Proyek Kereta Cepat Lanjut ke Semarang

Jakarta -Proyek pembangunan High Speed Train (HST) atau kereta cepat tengah berjalan untuk rute Jakarta-Bandung sepanjang 142 kilometer (km). Ternyata, pengembangan kereta cepat tak berhenti untuk rute Jakarta-Bandung.

Pemerintah tengah mempersiapkan studi jaringan kereta cepat tahap II rute Bandung-Semarang dan tahap III rute Semarang-Surabaya.

"Jadi Jakarta-Bandung, Bandung-Semarang, Semarang-Surabaya. Kira-kira begitu dan memang sampai Surabaya," ungkap Bambang Prihartono, Direktur Transportasi Bappenas di Jakarta Convention Center (JCC), Jakarta, Minggu (15/5/2016).

Alasan pemilihan jalur Jakarta-Bandung sebagai rute pertama, yaitu potensi kebutuhan masyarakat. Pembangunan kereta cepat ini masih sesuai dengan jadwal yang ditentukan sebelumnya.

"Demand yang paling mungkin di situ. Dengan harapan nanti demand meningkat dan kita lanjutkan sampai ke Surabaya. Jadi memang bertahap, nggak bisa langsung," paparnya.

Operasional dari rute Jakarta-Bandung juga akan menjadi acuan bahwa proyek ini layak dilanjutkan atau tidak.

"Jadi gini kan bicara dengan swasta. Kalau swasta kan dari penumpang. Kalau tidak membaik mereka tidak berani investasi. Jadi selesai beroperasi, terjadi pertumbuhan regional baru Semarang dan terus ke Surabaya," terang Bambang.

Bila dilanjutkan, Bambang membuka peluang untuk investor baru masuk ke Indonesia, termasuk terhadap kontraktor yang akan menjalankan proyek.

"Bisa ganti. Pendanaan juga bisa. Nggak musti dari China, yang penting kan inline teknologinya," tukasnya.
