I am everything but an expert as well but the ECB tower(s) look considerably more challenging to build. The DC tower essentially is a box with one modified side but the ECB building is bent in multiple ways. I could imagine that this is quite a challeng to build. Not to forget those bridges and connection in high altitude and last but not least the security demands the ECB surely has.

Of course it is complex, but surely with the delays in the tendering process there has been more than sufficient time for the designers to sort out these complexities?

Very nice building, one of my new favourite towers in Europe

When will this tower be finished?

Edit: the only downside is it's height, would be much better if it's taller ... may be around 250m will make it perfect.

its high enough for a building, standing so far away from the city centre/existing clusters.

Juts hope the two towers will be clearly visible as two towers and the conection is very transparent.

If you mean MesseTurm: about 4km
Here you see the location of both towers on the map:

Is there already a new tenant for the current ECB tower?

Not likely. The old ECB tower will undergo major renovation/reconstruction after the ECB leaves. This is going to take years...

This has probably been mentioned before but is the old ECB tower up for a re-cladding?

Off topic: My "Bundesbank" comment was a sarcastic comment of the whole Euro debacle that is going on right now. I suppose Bundesbank will one day bail out ECB...

@ JLAG
there has been no official announcement about a recladding. it is a bit early, I guess. but behind the scenes there is talk about a renovation.
