A consortium have proposed four highrise apartments ranging from 30 to 23 stories, with smaller surrounding structures for retail, parking, and apartments

Ok, I posted url's. Sorry I can't get them to appear on the page.

The developers have said they intend to build in phases, the first of which will have its groundbreaking in the first quarter of 2016. The last is expected to complete in 2020.

Current plans as presented to the city planning commission show three buildings of 24 stories and a fourth with thirty-seven stories.

I love this type of projects. From street level it looks small scale, but there is a huge amount of floor space being created

Weston plan is belatedly picking up pace

Cuyahoga County land records show Weston on May 20 paid local ownership group FAI Inc. $3.6 million for a parking lot at 405 St. Clair Ave. which is almost an acre in size.

In another transaction, through 1400 W. Third St. LLC, which lists in state incorporation documents to the Warrensville Heights address of Weston’s corporate headquarters, Weston gained control of another parking lot at the northeast corner of Frankfort Avenue and West Third Street from the Elise Kirschenbaum Trust on March 8.

That transfer does not show a purchase price. The nearly one-acre parcel is also operated as a parking lot.

The two acquisitions square off the eastern end of the block needed for a 23-story complex proposed last fall by Weston and Citymark Capital Development Co. of Cleveland. The structure would be the first in a master plan for development of the block, including parking lots that Weston has owned for a decade south of Frankfort.

From what I see in the pix, I do not know Cleveland, it looks like a prime location for such a project!!....

Oh, it is. This about as in the middle of the city as it gets: right next to Public Square and Terminal Tower. I remember how gaping the hole created by these surface lots seemed, so this is--especially for Cleveland--a big, big deal.

After a bit of a dry spell for news on this project, it was reported that the final parcel was acquired and land assembly for Phase One is complete (the northwest portion including an 8 story mixed use building on W 6th and a 23 story apartment facing St. Clair Avenue). Construction is targeted for Spring, 2017.

I would assume they already controlled those parcels. It would be pretty odd to float a grand plan without the land under contract, at least with an "option". Owners of the remaining properties would double their prices!

Apparently they didn't. The last parcel, however, was owned by a "friendly" competitor who will benefit in other ways from the development.

PS. As a former employee of the Dept. of Commerce, I love your signature line.
