As posted by Upwards in the Ozscrapers section. The tower is proposed 23 kilometres west of Sydney's CBD, in Parramatta, which is officially recognised by the state government as 'Sydney's second CBD'. Note the bent design of the tower is to allow sunlight to reach the public square just to the south.

The exact height of the Aspire tower is yet to be determined

comply with the Radar Terrain Clearance Control (RTCC) set by the
aviation authorities.

Therefore, without an aeronautical study, Council
Officers are unable to support the removal of a height control, or the
introduction of a 250m height control (which translates to a height of
259AHD),
on the subject site when the maximum height for another site in
the CBD affected by the same aviation constraints may be limited to
243AHD.

If Council is to
support the applicant’s FSR of 16.5:1 then this information will need to be
provided prior to the Planning Proposal being sent to the Department of
Planning and Environment for a Gateway determination.

Winning design revealed. While I loved the original, this is fantastic in my opinion:

I don´t know about the base, but the tower itself could turn out pretty badass if they use the right facade quality.
