That pic above is that of the not so recent Bellevue Hotel , the present one has now an expanded podium which houses its new grand ballroom and several new function rooms .

there were news about it. one half of the viaduct is closed for repairs, the other half two-way traffic. then it swaps. that's what usually happens

I'm going to go stick my neck out and say "gee, that's a pretty elitist opinion." I think it's a great idea to give 2/3 of the property to people who might have not been able to afford to claim it if we went with your proposition to let the Ayala group expand into that area. Large gated communities may be nice for those who live in them because they get to mingle with their own kind.

Also, saying that AAV is "beautiful" is a bit of a stretch. Most of the houses are smooshed up next to each other (maybe less than in mid and lower class developments but smooshed nonetheless). That picture of AAV is dominated by the golf course in the foreground, which might lead people to think (rather incorrectly)that there's a lot of open space.

Just to state the obvious a squatter colony is an eyesore & a breeding ground for problems. The idea of an AAV annex is bad. As it is AAV's already too big. If the Ayalas do decide to make another village I doubt AAVA will allow a breach in its perimeter wall. To be perfectly frank NCR doesnt need another high concentration of humanity & the govt needs to use land in a manner that'll generate revenues. I dont see a squatter colony being able to do either.

If the plan for a squatter colony is pushed through it is just another case of some govt official pandering for votes.

AAV has a lot more open spaces than your average barangay. It has a lot of parks, tennis courts, basketball courts, community centers, etc. Its streets arent congested & arent invaded by street kids.

But it wouldn't be a squatter colony. Right now, the people are living in squatter colonies along the riles. If low-cost government housing is built, it wouldn't be a squatter colony anymore because the people will not be squatting. They'll have homes. They'll be homeowners.

And to that some plazas, basketball courts, schools. It'll generate revenue, but not as in more ninoy paper bills. The yield from this investment will be more brains in the future workforce, and a chance for some to live with decent housing. The government should learn that building 4-5 storey blocks won't work, also building a barren city in the mountains of Rizal. You need to build a community.

That over a pathetic AAV expansion. Any day.

maybe the best way to settle the bilibid land is to sell it to another company that would transform it into a planned mixed used complex much like filinvest BUT NOT TO FILINVEST AND AYALA there's got to be competition so that they would innovate

Exactly...why do people think that it would be a squatter colony? It will be low-cost housing for people who cant afford them. It will be properly planned with houses neatly lined along clean streets. My guess is that it will be a government version of what GK is doing.

State of the City Address - Mayor Jaime R. Fresnedi




Matagumpay natin naisulong ang isang dekada ng pagiging lungsod ng Muntinlupa. Isang ganap na business hub na ang lungsod ng Muntinlupa.

Nangunguna din ang Muntinlupa sa ibang lokal na pamahalaan dahil tayo pa rin ang nag-iisang lokal na pamahalaan na may International Standard Organization (ISO) certification, nanatiling ligtas at payapa, at nag-iisang mayroong Trailblazing program na CRUSADA para sa droga.

Masaya po ako dahil sa tuloy-tuloy ang pag-unlad at paglaki ng Muntinlupa sa gitna ng banta sa seguridad at ekonomiya sa nagdaang sampung taon. Ipinagpatuloy at lalu pang pinagbuti natin ang ilang programang sampung taon ng napakikinabangan ng ating mga kababayan, ito ang : Muntinlupa Scholarship Program, MOST, Ang Bagong Lingkod Bayan, na ngayo’y may telebisyon program na, Libreng kasal, Libreng Notaryo, at Libreng Tubig.

Sa kabila ng mga naunang programa, mas pinatatag ang kabuhayan ng mga taga-Muntinlupa ng ating isagawa ang Eight Point Program of Governance. Ito ang naging sentro ng ating administrasyon sa mas maunlad na Muntinlupa:

<< EDUKASYON >>

Kahit tumaas ang populasyon ng ating mga mag-aaral, napapanatili natin ang tamang ratio ng classrooms to students sa ating mga pampublikong paaralan hayskul at elementary, at mga mahuhusay na guro na pinagkakalooban ng mga Teaching Enhancement programs mula sa ating School Board Fund.

Sa darating na pasukan, magsisimula ng ituro sa grade 4 ang Kasaysayan ng Muntinlupa.

Patuloy ang ating pagsisikap na suportahan ang 67 Day care centers, at ang 200 special children sa ilalim ng ating Special Education program (SPED) sa Alabang, Itaas at Soldiers Hills Elementary school.

Nabibiyayaan pa rin ng mga scholarship grants ang mga mahihirap na mag-aaral sa ilalim ng: Muntinlupa Scholarship Foundation, Iskolar ng Bayan, JRF , at Gunma Bridge of Friendship, gayun din ang taunang pagpili sa sampung natatanging mag-aaral ng Muntinlupa o ang MOST.

Kasabay ng ating pagdiriwang ng cityhood ay ang 11th taong sistercity anniversary natin sa Gunma, Japan, at bilang pagkilala at pasasalamat sa yumaong Kiyoshi Osawa, binasbasan po natin kanina ang “Memorial for Peace” monument sa NBP.

Tuloy-tuloy ang pagbibigay natin ng 25% - 75% subsidy sa OSMUN na umaabot na sa P 135,078,385.55 katumbas ng humigit kumulang sa 100,000.00 pasyente mula ng ito ay buksan.

Hindi lamang maipagmamalaki ang OSMUN sa dami ng mga napagaling nito, kundi ang pagiging consistent awardee ng Department of Health (DOH) bilang “ Outstanding Healthy Hospital” sa tatlong sunod-sunod na taon mula 2002 hanggang 2004, at ang parangal natin mula sa DOH bilang Hall of Famer para sa Muntinlupa Blood Council.

Tuloy pa rin ang serbisyong pangkalusugan ng ating mga barangay health centers, pamamahagi ng libreng gamot sa aking tanggapan, medical mission at feeding program sa mga depressed communities sa pakikipagtulungan ng ating mga Konsehales.

Samantala, patuloy ang pagkakaloob ng mga libreng medical operations para sa mga batang may bingot o cleft palate at medical surgeries. Kasama po naming dito ang iba’t-ibang NGO, business sectors, ang International Bank, Bellevue at iba pa.

<< PEACE AND ORDER >>

Nanatiling isa sa “pinakaligtas” na lungsod ang Muntinlupa sa gitna ng banta ng terorismo at kaguluhan. Tahimik at ligtas tumira sa ating lungsod. Ito ay patunay na nagkakaisa at mahusay pa rin ang koordinasyon ng kuerpo ng pulisya, Public Order & Safety Office, Traffic Environment & Discipline (TED) at mga barangay security forces.

Ang “Trailblazing program” natin na CRUSADA text brigade na pinarangalan ng Galing Pook Awards ay patuloy na lumalakas at lumalaganap, katunayan sa 164 arestadong drug personalities, 25 sa kanila ay “convicted”, ito ay bunga ng epektibong pag-tetext ng taong bayan kaya’t mas madali para sa Task Force Kidlat ang kanilang operasyon.

Hindi lamang tayo sa text brigade nanguna , maging ang Muntinlupa Renewal Home (MRH), na tatlong taon ng aktibo sa pagtulong sa drug rehabilitation ay kauna-unahan din sa lahat ng LGU’s na ngayon ay tinutularan na rin ng ibang lokal na pamahalaan.

Umabot na sa 132 drug patients ang nagamot at tunay na nagbago, katunayan ang iba sa kanila ay mga counselors ng MRH.

<< SOCIALIZED HOUSING AND URBAN POOR >>

Noong Enero28,2005 muling bumisita sa ating lungsod sina Pangulong Gloria Macapagal Arroyo, Pang.-Pangulong Noli “Kabayan” de Castro at iba pang opsiyales ng bansa upang maiayos ang naunang proklamasyon bilang 234 para sa 50 hektaryang lupa sa NBP para sa pabahay ng mga taga Muntinlupa.

Ang programa po natin sa murang pabahay ay tuloy-tuloy na isinasagawa ng ating Local Housing Board, kasama ang mga NGO’s PO”s, mga ahensya nasyonal tulad ng: National Housing Authority, at HUDCC sa pagbuo ng mga polisiya na mas kapaki-pakinabang sa mga mahihirap na wala pang bahay.

Labis ang aking pasasalamat sa patuloy na pagtulong ng mga NGO’s, PO’s, Habitat for Humanity, Philippine Business for Social Progress o PBSP, Asian Development Bank, Muntinlupa Development Foundation, National Housing Authority, HUDCC at iba pang organisasyon.

<< ECONOMIC DEVELOPMENT >>

Bagama’t ang bansa ay nasa “fiscal crisis”, napapanatili natin matatag ang pagnenegosyo sa Muntinlupa. Patuloy ang pagtitiwala sa Muntinlupa ng ating mga negosyante dahilan na rin sa mas pinabilis at inayos na Business policies natin.

Ang “six steps” business processing ay malaking tulong sa pagkuha ng mabilis na business permits.

Ang nalikom natin na koleksyon ay muling ibinabalik sa inyo sa pagpapagawa ng mga karagdagang infrastructure projects at social services para sa kapakinabangan ng lahat.

<< ENVIRONMENT AND SANITATION >>

Patuloy ang ating suporta sa mga maliliit na mangingisda sa pamamagitan ng “Quarterly Lake seeding” na isinasagawa natin kaya’t malaking tulong ang nasabing programa para sa mga pamilya at maliliit na mangiingisda. Malaki na rin ang ipinagbago ng Laguna de Bay dahilan sa puspusang paglilinis ng mga ilog ng Cluster on Environment, mga barangay , komunidad at industriya.

Aktibo na rin ang mga itinatag na Mini-river council ng bawa’t barangay na siyang nangangalaga sa kanilang mga ilog at kapaligiran. Makikita dito ang mahusay na koordinasyon ng lokal na pamahalaan, simbahan, komunidad, paaralan at maging ang business sectors.

Ang Solid Waste Management program naman ay mahigpit na ipinatutupad sa Muntinlupa, kaya naman isa po tayo sa apat na lokal na pamahalaan na hindi nabigyan ng abiso ng Integrated Bar of the Philippines (IBP) sa hindi pagsunod nito.

Isa pang maipagmamalaki natin sa kalinisan ay ang NEW MUNTINLUPA PUBLIC MARKET, na muling pinarangalan na isa sa mga Top 5 Public Markets sa buong Pilipinas, ito ay parangal mula sa Department of Agriculture, na nakatakdang tumanggap ng parangal ngayong Marso 2005 mula kay Pangulong Gloria Macapagal Arroyo.

Ito na ang pangalawang parangal ng ating palengke simula ng ipaayos po natin ito para sa mas malawak, malinis, at maginhawang pamilihang bayan. Ang ibang parangal ay bilang “Outstanding Public Market” sa kalakhang Maynila.

<< LIVELIHOOD, EMPLOYMENT & SOCIAL SERVICES >>

Dahil booming ang “call centers”, marami na po tayong naipasok sa mga call centers dito sa Madrigal Business Park, at Northgate Cyberzone sa Filinvest, sa pamamagitan ng PESO, ito po ay isa lamang sa mga ginagawang hakbang ng pamahalaan upang makatulong sa unemployment. Patuloy ang quarterly jobs fair na ginagawa sa mga barangays, gayun din ang direct-hiring twing Lunes sa PESO office.

Itinatag din po natin ang HELPDESK para sa mga Overseas Filipino Workers (OFW) na taga-Muntinlupa. Nirerehistro po natin sila upang makumpleto ang ating database nang sa gayon ay may “access” tayo sakaling kailanganin nila ang tulong sa ahensya nasyonal tulad ng DFA, DOLE, at OWWA.

Hindi na sari-sari store, kundi mini-grocery na ang naipundar na negosyo ng ibang kababayan kasama sa DAGDAG PUHUNAN program. Walang interes, madali ang pagbabayad at makakapag-reloan pa.

Umaabot na sa P 23,558,000.00 as of December 2004 ang naipahiram para sa mga maliliit na negsoyante natin. Hindi lamang natin natutulungan ang kanilang kabuhayan, nababawasan pa ang kakulangan ng trabaho sa komunidad.

Mas naging aktibo ang mga kooperatiba sa Muntinlupa, lalu na po ngayong inilunsad ang kauna-unahang “Cooperative Manual” , isang joint effort ng City Cooperative office sa pangunguna ng awtor na si Manny Flores. Dito ay matuturuan at magagabayan ang mga kooperatiba natin sa kanilang mga gawain.

Nakabalik na ang mga dating street children sa kanilang mga pamilya makaraan silang tulungan ng ating SOCIAL DEVELOPMENT CENTER sa RMT Tunasan. Nanumbalik sa normal ang buhay ng 50 bata, at 20 bata na lamang ang kasalukuyang sinusuportahan natin . Mula ng buksan ang SDC humigit kumulang sa 100 street children ang natulungan at nasagip natin sa lansangan.

Napagtatagumpayan natin ang programang ito kasama ang Alabang New Life Christian Center sa pangunguna ng ating “Big Daddy”, Pastor Paul Chase, Grace Hwang at Lead House Parent Rey Ranien.

Hindi ko po nalilimutan ang regular na pagbisita at pagdeliber ng mga wheel chairs o iba pang mobility aides sa ating mga kababayang may karamdaman. Malapit po sa aking puso ang programang Gulong ng Buhay. Dahilan sa mga wheel chairs na ating naibigay, nakakasimoy na ng sariwang hangin ang may sakit.

Si Antero Maglipac ng Tunasan ang ika-limang tatanggap ng libreng artifical leg, siya po ngayon ay nag-therapy sa OSMUN. Ang Indian Foundation na MAHAVEER ang ating katuwang sa pagtulong sa ating mga disabled na kababayan.

<< LOCAL GOVERNANCE >>

Mas pinalawak pa ng pamahalaang lungsod ang “ EXPANDED TOTAL QUALITY MANAGEMENT” para sa lahat ng mga natitirang tanggapan para sa ISO-9002 . Ibig pong sabihin nito ay “de kalidad” at pasado sa International Standard ang iba’t-ibang sistema ng ating mga tanggapan, ilan sa mga ISO-certified offices ay ang: City Assessor, Treasury, Business Permits & License Office, Procurement, City Administrator, Personnel, Local Civil Registrar, City Planning & Zoning Office, Agriculture , at PESO.

Dahil sa matagumpay na paglulunsad ng ating History Book noong Dis.19,2004, sinisimulan na po ngayon ang second edition ng Muntinlupa Book.

Tuloy-tuloy naman ang pagseserbisyo ng ating mga Satellite offices: NBI, LTO, NSO, at Registry of Deeds na muling napasama sa top 10 sa collection efficiency 2004.Gayun din ang 7 Regional Trial Courts at 2 MTC natin na mas mabilis na ang pagdinig sa iba’t-ibang kaso.

Umabot na sa 3,000 passports ang ating na-release sa ating isinagawang 4th Mobile Passport services sa tulong ng ating kababayan na si Ambassador Fortunato Oblena at DFA.

Ang katatagan ng Muntinlupa sa pagharap sa mga pagsubok sa ekonomiya at krisis ay ating nalalampasan dahilan sa inyong patuloy na pagtitiwala at pakikiisa. Sila po ang mga tao o grupong kasama natin sa pagguhit ng makulay na larawan ng Muntinlupa. Kasama po natin sila sa hirap o ginhawa . Maraming Salamat po sa mga;


1. Business sector at mga tax payers na nagbabayad ng tamang buwis.

2. NGO’s, PO’s, civic organization partnership.

3. Mga opisyales ng barangay, education officials at teachers, kabataan, kababaihan, mga beterano, OSCA, mga religious sector.

4. Mga masisipag na opisyales at kawani ng ating pamahalaan; at

5. Mga konsehales, Vicemayor Aldrin San Pedro, at kayong lahat na aking mga kababayan na aking nakasama simula ng ako’y Vicemayor pa lamang hanggang sa aking pagtatapos ng termino,

6. Ang aking pamilya, Lor at Joma, ina at mga kapatid, kayong lahat ang aking sandigan at inspirasyon upang magpatuloy ang isang maunlad at maipagmamalaking Muntinlupa.


<< MGA PLANO AT BALAKIN >>


Hayaan po ninyong ibahagi ko sa inyo ang mga susunod na proyektong isasagawa natin:


1. Ngayong taon, magsisimula na ang pagpapagawa ng Pedestrian lane overpass sa Alabang na nagkakahalaga ng mahigit 200 milyong piso sa ilalim ng BOT-scheme (Build-Operate-Transfer), ito po ay mayroong 6 na escalators.

2. Bumili rin po tayo ng 2.7 hektaryang lupa para sa konstruksyon ng Bayanan Unit-I Elem.school, Barangay Hall, Covered court, Senior Citizen center, health center at iba pa.

3. Sisimulan na sa buwang ito ang pagtatayo ng Technical Vocational School sa Bgy. Putatan. Ito ay nagkakahalaga ng 45 milyong piso.

Ang Technical school ay naglalayong matulungan ang mga kababayan natin hindi makakapag-kolehiyo, at nagnanais makapag-aral ng vocational courses.

4. Ang pagbili natin ng dating Pacwood site na 4 hektaryang lupa sa halagang 124 milyong piso. Dito po natin itatayo ang Material Recovery Facility (MRF), Composting, Impounding Area, Motorpool, Dog Pound at iba pa.

5. Sports Center sa Bgy. Tunasan. Ito po ay nakatakdang i-bid sa Abril o Mayo na nagkakahalaga ng 75 milyong piso.



Makakaasa po kayong patuloy ang aking pagsisikap na maging mas maunlad pa ang ating lungsod tulad ng aking una’t ikalawang termino ng panungkulan.

Hinihikayat ko po kayong patuloy na makipagtulungan at makiisa sa ating pamahalaan.

Matagumpay natin natapos ang isang dekada ng pagiging lungsod, kaya’t muli natin ipakita ang pagkakaisa at pagtutulungan upang maging maunlad pa ang Muntinlupa sa susunod na dekada, .

Magkaisa po tayo para sa tagumpay ng mas-MALAKING Muntinlupa ! Mabuhay po tayong lahat !
