Any city that can rebuild itself from a nuclear attack and total destruction deserves a lot of credit for that alone. Plus the skyline is actually quite nice.
So for a city of it's size I give it 8.5

There are new projects.
The number of skyscrapers in Hiroshima will be doubled.

In Ujina, 7 skyscrapers (160m~80m) will be built.


In Takanobashi, Docomo Building (140m) is completed soon.


In Kami-Hacchobori, the UVG Tower (166m) is completed soon.
