The Star Entertainment Group is starting talks with the NSW government to add a 200m hotel tower to Sydney’s harbour skyline through a $1 billion investment plan to rapidly transform its casino resort over the next four years.

The new tower will be located across the harbour from the 275m Crown Sydney hotel that James Packer is planning to build as part of his $2bn Barangaroo casino project.

A source close to The Star, which operates casino resorts in Sydney, Brisbane and the Gold Coast, said the company hoped to secure planning approval for its 360-room tower this year and have it built by 2020. The timing targeted would match the delayed opening of Mr Packer’s Sydney project.

The Star has previously outlined about $500 million worth of refurbishment and expansion plans to its Sydney property at Pyrmont, but The Weekend Australian understands another $500m will be committed to develop the hotel and its precinct as part of a “ribbon” development to lift its Sydney offering.

It is believed concept plans for the new hotel tower would see it being built in the existing footprint of The Star Sydney, on the northern end of the site.

A spokesman for The Star Entertainment Group yesterday confirmed the concept plans for the new tower and expanded food and beverage offerings. He also confirmed that the company had begun talking to the state government about its plans. A community consultation program is also about to begin.

Talks with the Queen’s Wharf joint-venture partners, Asian giants Chow Tai Fook and Far East Consortium, progressed to discussions around Sydney following that win.

It is understood that since September the Sydney talks with the Asian partners have escalated and the Hong Kong-based companies have visited the Australian city to look at sites and discuss the proposal.

Mr Hawkins has been overseeing a major refurbishment of The Star, which is tracking about 100,000 visitors a weekend, as it updates ahead of the entrance of its rival Crown Resorts in 2020, about a year behind schedule.

One of the most significant projects The Star wants to evolve in the next 12 months is said to be a doubling of the number of signature and destination restaurants across the business.

New VIP salons have been added to the five-star boutique hotel The Darling, and the company is working through a refurbishment of the rooms at Astral Hotel and Astral Residences.

RITZ-CARLTON has emerged as the likely partner for The Star Casino’s new landmark hotel, set to rival James Packer’s Barangaroo resort.

Star executives are in talks with the US hotel chain over branding rights for the proposed 200m 360-room hotel, which reached the very early formal planning stages with the state government over the weekend.

The hotel would be minimum five-star rated and cater for surging demand in luxury accommodation from overseas visitors, particularly from Asia.

Ritz-Carlton has not operated in Sydney since pulling out of Double Bay in 2001, four years after the death of INXS frontman Michael Hutchence at its former Cross Street property, now owned by InterContinental.

“We are in discussions with The Ritz-Carlton in relation to branding of the new hotel tower,” a spokesman for The Star said.

“We will have a Ritz-Carlton as part of the Queen’s Wharf (gaming resort) project in Brisbane and are excited about the prospect of a Ritz-Carlton in Sydney at The Star.”


The Star is ploughing about $1 billion into upgrades at its Pyrmont casino. It is hoping to partner Chinese firms Chow Tai Fook and the Far East Consortium to create a food and beverage precinct linked to the new hotel, which would be built at the northern end of Star casino.

If planning approval is received, the new hotel could be built by 2019.

A design competition is being held for the hotel tower and three architects have been shortlisted:
  • BVN
  • FJMT
  • Grimshaw

It's also been confirmed that this will be a Ritz-Carlton Hotel & Residences.

The Star Entertainment Group has today unveiled an architectural design competition to provide Sydney with another world-class hotel at its Pyrmont property.

The tower project, pending all necessary approvals, would be contained within the existing footprint of The Star Sydney and include a six-star hotel component to be operated by The Ritz-Carlton.

The Star Entertainment Group has engaged its partners in the $3 billion Queen’s Wharf Brisbane development, Hong Kong-based Chow Tai Fook and Far East Consortium, to joint venture on the Sydney plans.

The tower would feature more than 220 premium hotel rooms and around 150 residences.

Three leading architectural firms with local and international credentials are contesting the right to create the tower design which, in addition to the hotel and residential components, will include further works to connect the hotel to the existing property.

This section of the development will feature food and beverage options plus a number of other attractions.

The aim of the design excellence process is to encourage innovation, best practices and the highest standards of build to ensure a truly iconic hotel development that contributes positively and authentically to the overall architectural quality of the city while also achieving environmentally sustainable outcomes.

Details of the architects involved in the design competition will be announced next week.

Design excellence is a key principle guiding the development of the project, and the final preferred scheme will be decided by a five-person Design Review Panel.

The Star Entertainment Group has also confirmed a community engagement program as part of the design excellence process.

Suggestions and feedback from a range of external stakeholders and the local community will be sought, including during an open house public viewing of the three initial designs which are expected to be on display in October.

The winning architect will be asked to take community views into consideration before a final design is submitted as part of the project’s planning approvals process during FY2017.

The investment in the tower, and the associated works to provide connectivity to the existing property and increase available amenities including food and beverage, will be up to $500 million.

This is in addition to the $500 million worth of upgrades and improvements underway and in planning at The Star Sydney.

These include the comprehensive refurbishment of rooms at the Astral Tower and Residences, the opening of the Harvest Buffet restaurant, work on the arrivals area, and upgrading internal spaces, including VIP facilities.

“Tourism, especially from Asia, is a huge, long term growth driver for Australia,” said Matt Bekier, The Star Entertainment Group Managing Director & CEO.

“Sydney needs more quality hotels, and exciting entertainment and hospitality infrastructure to win its share of that growth.

“Our development concept will take The Star’s room inventory to more than 1,000, bring The RitzCarlton brand back to Sydney, and add a further 20 food and beverage venues.

“It will allow us to really enhance and increase our contribution to Sydney’s tourism offering.

“Our approach, featuring the design competition and community engagement, will enable us to develop an integrated resort on our site that truly reflects the unique character of our city, and provide an attraction that all of Sydney can enjoy and be proud of.

“The international calibre and local credentials of our architects will ensure that The Star can showcase its home-grown Sydney character in world-leading ways that befit our city’s global status.

“We are also pleased that Chow Tai Fook and Far East Consortium will be partnering with us on this project.

“The expertise and experience they bring in the development sector is invaluable, along with their ability to help drive the appeal of our properties in key tourism source markets such as China.”

Greg Hawkins, Managing Director, The Star Sydney, said: “In NSW, The Darling at The Star is one of the few five-star hotels to have been built in this State since the end of the 2000 Sydney Olympics and we are now looking to add another world-class offering with The Ritz-Carlton.

“Combined with the complete upgrade of the Astral Tower and Residences, we will have hotel rooms and residences of the highest quality to be enjoyed by local visitors, intrastate and interstate tourists, and international guests.”

The hotel and residence development can be commenced immediately on receipt of all necessary approvals, with a build time estimated at 30 to 36 months.

The height has been confirmed as 228 metres and the building itself is planned as a 65 storey tower.

If built today, it would be the equal fifth tallest building in Sydney, alongside Harry Seidler's MLC Centre.

If all buildings in Sydney's pipeline get up as planned, this will be the equal 12th tallest building in Central Sydney and equal 15th tallest in Greater Sydney.
