City Seeking Proposals For Huge Midtown West Mixed-Use Site

As Manhattan's far west side becomes a canyon of tall towers and megaprojects (see: Hudson Yards, Manhattan West, new hotels, the list goes on), another mixed-use development is set to join the pack: the New York City Economic Development Corporation (NYCEDC), along with the nonprofit Covenant House, has issued an RFP (warning: PDF!) seeking developers for a site at 41st Street and Tenth Avenue, currently occupied by the homeless shelter's headquarters. The goal is to build a new HQ for Covenant House, along with up to 700 units of housing, much of it affordable.

Crain's reports that Covenant House currently owns three buildings on the site, and there's a fourth vacant building once owned by Hunter College, which the city will assume ownership of before moving forward. The plot of land has a total of 780,000 square feet of development area, and a developer would have to agree to commit 150,000 square feet of that to a new Covenant House facility, which would open prior to the apartments. Developers would also be expected to provide affordable housing (around 40 percent, according to Crain's), along with between 75 and 100 units of supportive housing, retail, and community spaces.



Another interesting tidbit: the RFP notes that the MTA is in the process of conducting a study on the feasibility of a Tenth Avenue station along the 7 train extension, with the goal being "arrive at a conceptual design of the station facilities and infrastructure on the Project Site"; accordingly, developers are asked to consider this when coming up with a proposal for the site. A new station at Tenth Avenue and 41st Street has been bandied about for a while, so that's also worth keeping an eye on.

Developers have until May 2 to submit their proposals, and whatever ends up being chosen for the site will also have to go through a community review process.
