Is the circular section surrounding the tower that is currently hollow going to be filled with concrete or will it contain underground passages to enter the tower?

I wonder how far they will move on with that method. They don`t have a concrete pump on the tower and the mobile one will reach there limits soon...

But it`s so great it reached the ground level

I see that this is starting to be real! That is the update we have all been waiting for. Very exiting.. Especially 'cause I'm going to visit Dubai next spring.

Guyed or not, skyscraper or tower it's still 1300+ meters!!

Not that it's a competition but this one could fairly quickly overtake the Jeddah Tower. Especially when you consider this has far smaller dimensions.

Is this going to be some kind of 'cable tower'? Suspended by cables from all sides?

Yet now I realized!!!! Yes, this must be it. This building does not have foundations. It is suspended by those large cables. Like cable bridge.

Like this:

Or maybe I am wrong?

Almost right. It certainly has foundations, to support the massive weight of the tower. That's usually not necessary for small cable-stayed towers, as the truss structure is light enough to not sink into the ground. But a heavy concrete pillar like this needs solid foundations, otherwise it'd be driven into the ground like some sort of giant nail.

^It's not clear to me from those renderings, is the central pillar in deed going to be built of concrete. Because renderings show some kind of transparent central structure possibly with lot of glass.

However I still don't understand how observation towers are built. For example CN tower and Ostankino tower are classial tripod structures. While Canton tower and Tokyo Skytree are steel towers with central pillars. Are this central pillars the same thing as those central cores that are parts of skyscrapers?

This tower has only foundations for support .. cables only work as dampers in this case nothing more

I am not quite following. What do you mean by 'dampers'? Dampers as support against winds?
