I doubt they will do this. Otherwise they had to change the whole design.

But it has many floors in it ... this is by far more of a skyscraper and should be considered as a freestanding structure

Who cares if it is or isn't on any lists/diagrams? If it gets built and it is 1200 meters or so high, and you can go up in it who cares what list it is on?

with that argument the Eiffel tower is also not on "any lists" really, because it is a truss tower and if you include it, you also have to include electrical masts. This tower is no different, it will be an icon anyways, even if it's not considered a freestanding structure.

What is a worse planned major city if you would be so kind to share. I understand where Im from is a mess but it wasn't exactly masterplanned. A couple parts were but not entirely. Dubai was. Having a sea of parking garages and 5 lane roads that lead to nowhere makes it a very car centric city and sometimes the road you are on you have to travel 20 minutes the wrong direction just to turn around. I didn't say Dubai sucks its an alright city Im just saying its terribly planned. The same way that Boston is a great city but is a tangled mess of roads.

At least 50% of the towers height have to be with floors to count as building when i'm not wrong. I'll do what CTBUH will do.

Forbes is not wasting any time on assumptions

Dubai Plans Earth's Tallest Skyscraper, Inspired by the Hanging Gardens of Babylon

Aside from a few ancient texts, there’s no conclusive proof the Hanging Gardens of Babylon (one of the seven wonders of the ancient world), actually existed. Still, Emaar Properties is building on this mythical “tall tale” as it transforms Dubai’s skyline with the world’s tallest skyscraper—again.

Designed by Spanish-Swiss neo-futurist architect Santiago Calatrava Valls, the $1 billion glimmering skyscraper will boast at least 20-mixed use floors, a boutique hotel, panoramic restaurants, a “Pinnacle Room” with 360-degree views, VIP observation garden decks that recreate the Hanging Gardens, and rotating balconies that literally extend outside the building. The super-scraper’s overall design is influenced by a lily flower and minarets, distinctive features of Islamic culture and architecture, particularly on mosques.

What I mean is that nobody would consider it as the tallest building in anything and Jeddah Tower will remain the tallest tower on earth. Just sayin'

I see what you are saying but those lists have been silly for a long time especially with what sometimes is and sometimes isn't considered a spire. Like in the days when Petronas was "tallest" and there was a sign in the observatory at Sears tower that told you to look DOWN 100 feet to where the roof of the tallest building in the world would be. The lists are subjective and stupid.

If this got built it would be the tallest non natural thing on earth, list inclusion or no. That should be enough to make the chests puff up on whomever actually cares. It would allow those in Dubai to know their man parts are bigger than those in Jeddah until they build something bigger.

Absolutely disagree. The cables MAKE the design. With the patterned cables the structure looks stunning, unique, and memorable. Whatever this building/structure is considered... who cares? It'll be taller than the Kingdom Tower AND more beautiful in my opinion.

A great addition to Dubai if it all goes through.

so are these. Yet you never see the Eiffeltower in the same category, because the Eiffel Tower is basically accepted as a normal Tower. While it is a different category this tower will be in, the point will be similar. I can imagine it being compared with Towers a lot instead of guyed masts etc.
