Talks with Leviev on Azrieli Square Tower hit trouble

David Azrieli wants Africa-Israel Hotels to find a more prestigious brand than Holiday Inn

Sources inform ''Globes'' that the negotiations between Africa Israel Hotels Ltd. (TASE: AFHO) and Canit Hashalom Investments, to rent 14 floors in the Azrieli Square Tower in a 25-year lease for an estimated $80 million have run into difficulties. Africa-Israel Hotels is a subsidiary of Africa-Israel Investments Ltd. (TASE:AFIL; Pink Sheets:AFIVY), controlled by Lev Leviev. David Azrieli owns Canit Hashalom.

One disagreement between the parties concerns the brand of the hotel that will occupy the Square Tower. Azrieli does not want the Holiday Inn brand, which Africa-Israel Hotels operates in Israel, and insists that the latter find a more prestigious hotel chain. Marriott International Inc. (NYSE:MAR) has been mentioned, but it is unlikely to become a partner with Africa-Israel Hotels for this site, because the Square Tower lacks a convention center and ballrooms characteristic of Marriott hotels.

Another possibility is Crowne Plaza Hotels and Resorts, for which Africa-Israel Hotels owns the Israeli franchise. Azrieli is considering this option and might agree to this chain operating the hotel.

Africa-Israel Hotels is reported to have revealed recently that Azrieli had previously negotiated with Fattal Hotel Management to lease space for 20% less than Canit Hashalom is asking in its current negotiations. Those negotiations were for a 25-year lease at a total of $65 million in rent, a percentage of turnover, and $14 million in management fees. Fattal Hotel Management is owned by David Fattal, Ofer Brothers, and Israel Phoenix Assurance Ltd. (TASE:PHOE1;PHOE5) controlling shareholder Jacob Shachar.

The Tel Aviv Local Planning and Building Committee has approved a change in residential construction under the plan for a high rise at 1 Rothschild Boulevard. At the request of Habas HZ Investments (TASE: HABS) CEO Herzl Habas, the residential area has been increased at the expense of office space. Under the new plan, residential space will total 11,253 sq.m., and office space 1,849 sq.m. The building will also include 500 sq.m. of commercial space on the lower floors. Apartments will be on the upper floors, above the offices, and total building percentage will be 450%.

A 36-storey tower on a 5.7-dunam (1.425-acre) lot is planned. It was decided that space per housing unit would be at least 100 sq.m., and no housing unit would have less than 60 sq.m.

Only two weeks ago, the Planning and Building Committee approved a 21-storey office tower at 10 Rothschild Boulevard. Increased construction rights were transferred on this site from two other Tel Aviv lots. Different lots were combined to create one 5.5-dunam (1.375-acre) lot.

Bonei Hatichon to build 25-storey Petah Tikva high-rise

The company expects $24 million from the sale of the building’s 101 apartments.

Bonei Hatichon Civil Engineering and Infrastructures Ltd. (TASE:BOTI) is continuing to buy residential lots in high demand areas. The company recently bought a privately owned four-dunam (one-acre) lot, near Petah Tikva’s Avnet Mall, and plans to build 101 apartments in a 25-storey high-rise on the site.

Bonei Hatichon paid $39,000 per land per apartment, not including development costs, and expects sales proceeds to total $24 million.

Bonei Hatichon is now building and marketing 98 apartments in its Lev Ganim project in Petah Tikva, and bought land for the construction of 139 apartments in Or Yehuda.

Cabinet authorizes gov’t co for Ayalon Park

The cabinet has approved a proposal by the Prime Minister’s Office and the Ministries of the Interior and the Environment to establish a government company to develop the Ayalon Park. The decision means that management of the south Tel Aviv park will be in the hands of a public company to ensure that the land will be used only for a park, and not for real estate purposes.

Under the decision, the company will have a 12-member board: three government representatives from the Ministries of Finance, Interior, and the environment; a representative from the Israel Nature and National Parks Protection Authority; four public representatives; and four heads of local authorities.

The cabinet also decided that the Israel Land Administration (ILA) will lease the park’s land to the Ayalon Park company, and not to private tenants. After the rights are transferred, planning of the park will begin, under a seven-year lease. Once it becomes clear that the park company has carried out its missions, the ILA will extend its lease to 49 years. The cabinet decided the rights allocation will be valid so long as the land is used for a public park. If the park ceases to function, the land will revert to the ILA.

The Ayalon Park company will be authorized to set up commercial tourism ventures; contracts will be signed between the ILA and entrepreneurs.

The Ayalon Park company’s budget will come from donations. The Bracha Foundation estimates it can raise NIS 40 million over five years. An additional NIS 27 million will come from other donations, Mifal Hapayis Israel National Lottery will donate NIS 10 million, and the government committed NIS 10 million.

In addition to designing the park, the Ayalon Park company will coordinate with the Dan Region Association of Towns to develop a recycling center at the Hiriya garbage dump, and integrate it with the park, rehabilitate the Ayalon River and Shafirim River, and encourage public use of the park.

The 8,000-dunam (2,000-acre) Ayalon Park will include 650 dunam (162.5 acres) for the Hiriya site, 1,000 dunam (250 acres) in the southern area, 3,300 dunam (825 acres) occupied by various infrastructures and the Mikve Israel Agricultural School, and 3,000 dunam (750 acres) in the central park area.
