On the other hand, JR East (Tokyo) is to roll out new commuter cars (type 233) next year.

as for the design, agree. They are ahead of Tokyo. Tokyo's trains are generally boring. Just look at them.

Saitama Subway is said to be extended from Urawa-Misono to Hasuda City (12.5km) by 2015. (maybe through service with Tobu Noda Line at Iwatsuki as well)
