It's not as much on new skyscraper construction but more on how the growing population is drawing on the underground aquefers, which leaves big gaps whereby the land would subsequently sink into it.

One thing I like about Tokyo's skyline are it's futuristic skyscrapers. Especially The Cityhall Tower by Kenzo Tange

They're still there though alot of them got wrecked. It's only in The Philippines where I see these kinds of billboards and some of them can be dangerous.

I don't consider the Tokyo Bay area to be sprawl. The density is sustained throughout and it doesn't drop to anywhere near US-style suburban sprawl levels.

I think it has more people than California, if the San Francisco Bay Area didn't exist, California and the Tokyo area would have comparible GDP's.
Back to the current topic, the sprawl of Tokyo seems larger from Google Earth(yes, they have a planet), while the LA area has no density, and hills interrupt LA instead of water. Los Angeles is the only major city in the Greater LA area, Tokyo area has many large cities.

San Diego can count cause it's right close to LA and it's population is larger than SF (city).
