Taipei has the current world's tallest building but the city doesn't have much of a skyline

Taipei is not a major highrise city due to the earthquake risk. 101 raised a lot of eyebrows over how it can withstand major tremors. A major quake did strike during construction, but the tower's integrity was not harmed.

But if they were able to build the world's tallest in an earthquake prone city, then it can be done in other cities like Tokyo or Los Angeles

It depends on the need and how big the client's wallet is, because it costs a lot of money to build a quake-proof skyscraper. It's not a matter of whether it's possible to build. It's a matter of whether it is economically feasible to do so.

Penang has a nice skyline ????? I don`t agree with that. By glance, yes Penang seems very beautiful with towering skylines, but if you get onto the streets... I went there 2 months ago and very disappointed with the hygienic level of Penang. Many buildings are not well-maintained, there are some uncomfortable smells from the drains, many, many more to be improved to make it a world class city

We're talking about skyline here not environmental or cleanlines issues

Yes they're building alot of high-rises there. In fact alot of HKers moved to Cebu before the handover almost 10 years ago. That's why there are more Cantonese speaker in Cebu than in Manila.
