I think they have the potential if they manage properly. They do have good setting of mountains and rivers splitting the skyline.

Shenzhen is like a new city, of course it looks cleaner and neat as compared to chongqing which has rich history.
actually, in terms of mucipality population, Chongqing is the largest city in China. but did you know that three fourths of Chongqing's 30 million inhabitants live in the 80000-km2 rural area surrounding 9 urban districts? Chongqing has totally 13 million urban residents and the city center has even smaller number: 7 million. in communist country like China and Vietnam, a municipality includes not only urban area but also the surrounding countryside, and some parts of its may never be developed

The tier system is made by the government, Chongqing might be a big city in population but it's NOWHERE near the tier 1 cities in per capita income

tier 1 doesnt guarantee having a better skyline

take for example nanjing and beijing

I would vote nanjing to have better skyline. Even cities like tianjin and chongqing to have better skyline than Beijing.

I think Chongqing has a good setting already. They have the potential to be better than Shenzhen in term of look only if they reduce the air pollution and demolish those slum apartments. Then it will looks like Pudong

even such

the metro population is already more than shenzhen itself.

i think municipality is like Greater KL or Greater Seoul

What is their basis? GDP or population?

I wasn't talking about the skyline. I was talking about the city tiers. Chongqing skyline >> Beijing. But Chongqing isn't a tier 1 city

Exactly. That is why the central government is pushing develop into the interior provinces. The richest cities are along the east coast, with Shanghai and Shenzhen hosting the country's stock exchanges.
