No politics please.

We all like to be patriotic, but in every measurable way Indian cities just don't stack up to global competition (with perhaps Mumbai being the sole exception 5 years down the road).

IMHO, a highly rated skyline should possess more than just high density of skyscrapers, a focal point and supertalls. It should also give an indication of the following:

1) Safety: Well lit streets, traffic management and adequate signage.

2) Cleanliness: Demonstrated by proper sanitation, maintenance of public amenities, drainage for flooding, garbage collection, etc.

3) Services and equality: Punctual and reliable public transport, lack of shanty dwellings and slums, public parks, gentrification, museums and other forms of recreation affordable by masses.

4) Pollution (land, water and air): The downfall of several otherwise promising Chinese cities. India also faces this serious issue with rapid industrialization and urbanization.

Keeping this in mind, here is my (highly subjective) top 10 list:

1) Singapore: Really, it has everything. Being a small city state, perfection is easier to achieve.
2) Shanghai: Mixture of old and new, an advanced economy and culture, suffers poor air quality.
3) Seoul: Fantastic infrastructure. Too much in Korea depends on this city - like London in UK.
4) HK, China: It has density and financial might, but I don't fancy the skyline. Over-hyped IMHO.
5) Shenzhen: Well planned, love the greenery and cleaner air. Electronics and hackers to boot.
6) Guangzhou: A boat tour along the Pearl River on a clear day really sells the goat city. Very diverse.
7) Nanjing: It ought to be a 1st tier city. Historically, it is very important.
8) Kuala Lumpur: Truly amazing prospects in the next few years.
9) Bangkok: Same as Kuala Lumpur. Requires better railway connectivity.
10) Chengdu: Affectionately called Chongqing's little sister. I think it is better than Chongqing. It deserves a much bigger public transport system. Chilli and Sichuan flower pepper...I have to admit I am bit biased here :P

Honourable mention: Jakarta and Tehran (Hopefully these cities continue to grow very fast)

Note: I think cities on the Indian subcontinent (I lived there for 17 years) lack cleanliness, sanitation and basic facilities. I find Chongqing, Wuhan, Changsha and other central cities in China have too many slabs of little interest and commie blocks ruin the cityscape.

I lived in India and only Mumbai could be in for a place in top twenty by 2020 for best skyline but for cleanliness best transport, less crowded and best places to live would be
Gurgaon and Noida great cities with modern skyline 8 lane highways metro, malls, a city for the elite well educated in IT industry and cities for all other professionals.
Banglore
Pune
Kochi
Surat
Nice clean cities in India but often crowded with good transport network metros rapid transport systems, malls and international airports and descent skylines too.
Kolkata
Chennai
Delhi
are one of India's largest cities and mega cities of the world with population for each cities over 10 million but lack of cleanliness too crowded .
Transport good metros good taxi services but poor bus services and International airports but they are planning to build tall skyscrapers of 50 floor plus but Mumbai is head and shoulder above them. Mumbai is India's best city with best skyline in South Asia and banking financial capital of India and bollywood films and island city on Arabian sea with many bridges connected to mainland of India.
My family's favourite cities are Dubai Kuala Lumpur and Singapore for cleanliness and great transport network and great skylines but number one is New York

I forgot some cities also, adding Turkey of Asia I would put:

39- Istanbul (between Osaka and Xiamen)
51- Tel Aviv (between Kunming and Zhuhai)
54- Izmir (between Ningbo ang Yiwu)
58- Jeddah (with the construction of King Tower will rise rankings)

Beirut would be in the Top 100, has many Chinese cities in front in my opinion as Harbin, Foshan, Wenzhou, etc.
