Are all these projects getting reliable financing as well? Many South American countries do have problems even with the maintenance of the existing network, is the situation in Uruguay different?

This is one big project, called "Ferrocarril Central". It is being worked as a PPP, and the financing of the project (payments to the contratist) are being put in the national budget.

Passenger services to 25 de Agosto and Progreso will profit of it.

But AFE is not interested in them, they don´t understand how they work and are unable to react to market changes.

There is a private project to operate passenger services but the financing process is slow with banks and in Uruguay at least until now there is no conventional investor interested. There is a good and cheap offer of 10 railcars for US$ 260.000 in Argentina, total project investment is US$ 460.000.
