I find the two somewhat difficult to compare. When viewing purely in terms of size, the number of large, skyline impacting buildings is much greater in Chicago and will likely remain so more many years. So if one's definition of best is mainly size-related, then Chicago is firmly ahead. But their shape, layout, and architecture is markedly different, with Toronto having a very dense and dominant peak with its tallest buildings mostly within a block or two of one another, while Chicago's tallest buildings are much more spread out giving the skyline a more jagged look. There are people who have a strong preference for one layout over the other, so their definition of "best" may be influenced more by their respective aesthetics than by their difference in size.

It's a similar situation when comparing Chicago and NYC. You'll encounter a small but notable number of people who rate Chicago skyline as high or higher than NYC despite NY being overwhelmingly larger due to some people preferring the Chicago skyline's style.

Not that long ago I was one of those guys who saw Chicago in front of New York. But things have changed now.
Slowly, but surely I began to change my mind because of the current boom. New York seems unstoppable these days.

1. Lower Manhattan has its peak back. Even 1 and 4WTC already look great together. And once 2 and 3WTC are finally done, it will be an epic sight. Furthermore, there are several tall residential skyscrapers u/c or planned across Downtown.

2. The Hudson Yards - a city within a city. One of the biggest developments ever. A new cluster (of supertalls) in the making.

3. 57th street boom - a new canyon of supertall skyscrapers. Several 400m+ towers will rise here in the next couple of years, including one 100 storey über (>500m).

4. Dozen of supertalls spread all over the Manhattan island, including Midtown, the West Side etc.

5. Downtown Brooklyn: finally getting its fair share of skyscrapers.

6. LIC / Jersey City: a lot of stuff happening here too. The layout of LIC is changing rapidly.

7. How things are going New York may have over 20 supertalls completed by 2020. Exciting times.

That's true, but from a quantitative point of view the gap is definitely narrowing at a very rapid clip. Taking into account what both cities have on the books, the gap could evaporate completely within the next 4-5 years. Then it will boil down to criteria such as layout, architecture, quality, setting, etc.

I still have Chicago ahead of Toronto, but it might not stay there.

I think it depends on how much of what is planned actually gets built and what the market will hold. There is much planned for Toronto through the end of this decade, but Isaidso and Taller,Better did say it had started to slow down already.

Quite right. Chicago is still significantly ahead of Toronto, but a lot depends on what happens over the next 3-4 years. If proposals on the table in both cities get built the gap will evaporate, but that's a big 'if' at this point.

Toronto proposals are taking longer to sell and people are wondering if we'll actually start seeing cancelled projects. It hasn't happened yet, so it's too early to tell.
