Falsification of Floor Numbers in Skyscrapers

A thing that has sometimes troubled me in the past is how in some skyscrapers, floors tend to be mis-numbered, which can result in a skyscraper's total number of floors being falsified. For example, the top floor of a building with 45 actual floors is marked as the "65th" floor.

Are there any reasons or excuses for floor misnumbering and floor-count falsification?

I notice this is common with Towers. It's to help you visualize the building's true scale.

From my point of view, which doesn't seem to count for much, is that here in Melbourne we have Malaysian developers building an 89 story tower but without floor numbers ending with a "4" so 11, 12, 13, 15 and so on, however they can have floors starting with a "4" like 42, 43, 45...

Makes no sense to me, but superstition never has.....

I suppose my point is when they advertise an 89 Story tower, how many floors are there really....

In the case of the 1WTC, the building's highest floor is 104 , but the tower has only 94 actual stories according to CTBUH.

6 floor numbers between 94 to 99 doesn't exist because it were part of American Airlines Flight 11's impact area in 2001 against the original WTC.

The Sears Tower is said to have 110 floors, but CTBUH says it only has 108. I have no idea where those two extra floors came from.

Elevator box. Not officially counted, but those floors do exist.

Examples of floor-number falsification:

Trump Tower: 58 real floors; Top floor numbered as "68".
Trump World Tower: 72 real floors: Top floor numbered as "90".
Wynn Las Vegas: 48 real floors; Top floor numbered as "61".
Encore Las Vegas: 52 real floors; Top floor numbered as "63".
