BHEL is presently executing another contract for DBPL, involving the supply and commissioning of a 2x600 MW (boiler, turbine and generator) BTG package, along with associated auxiliaries for a 1,200-MW coal-based thermal power project in Chhattisgarh.

BHEL's scope of work under the new contract envisages the design, engineering, manufacture, supply, erection, testing and commissioning of supercritical boilers, steam turbines and turbo-generators along with state-of-the-art controls and instrumentation (C&I) and other associated auxiliaries like transformers and a switchyard.

Out of the total orders for power plant equipment with a cumulative generation capacity of 31,560 MW received by BHEL during 2009-10 and 2010-11, orders received from independent power producers accounted for 22,369 MW.

BHEL has established the capability to deliver 15,000 MW of power equipment per annum and further augmentation of its capacity to 20,000 MW per annum is underway.

136 Kms long 400kV double circuit Parali – Solapur transmission line is part of the Western Regional System Strengthening (WRSS) project having an outlay of about Rs. 1,400 crore and a total length of 1,500 Kms. The project is country’s first ever 100% privately owned transmission project on Build, Own and Operate (BOO) basis.

RInfra’s wholly owned subsidiary, Reliance Power Transmission Ltd. (RPTL) has already commissioned first three transmission lines of the project, viz. Solapur – Karad; Limdi – Ranchodpura and LILO under Lonikand – Kalwa of around. All the transmission lines have been commissioned in record time and well before schedule. Company is expected to commission the complete project by the FY12.

Once commissioned, the project would facilitate free flow of 4,000 MW from power rich Eastern Region to the power starved Western Region of the country and would benefit all regional utilities. This would also immediately aid in relieving grid congestion presently being experienced in the entire Western Region.

While commenting on the development, RInfra CEO & Whole Time Director, Mr. Lalit Jalan said, “While reiterating our commitment towards creating the world class power infrastructure, we are proud to announce commissioning of the fourth transmission line under the project. We are confident that the entire project would maintain the Reliance’s legacy of quality project executions.” He further added, “Successful commissioning of the project before scheduled time reflects inherent strengths of the Company in executing projects.”

The company is executing five transmission projects across the country with total outlay of over Rs. 66bn. The Company owns two out of five Ultra Mega Transmission Projects awarded to private sector till date, making RInfra as the largest developer of transmission projects in private space.

In a statement, the company said it had got the approval for carbon credits from the United Nations Framework Convention on Climate Change (UNFCCC).

The Clean Development Mechanism Executive Board of UNFCCC allows the Tilaiya project, which will be commissioned during the 12th Five-Year Plan period, beginning April 2012, to earn certified emission reductions, which can be traded, sold and translated into direct revenues, the company said.
“This is recognition of the company’s commitment to use of clean, green technologies for reducing carbon footprints and sets a benchmark in the country,” CEO J P Chalasani said.

The 3,960-Mw Tilaiya UMPP would generate 21.3 million carbon credits during the first 10 years, R-Power added.

Tilaiya is a pit-head-based project on super-critical technology. Jharkhand Integrated Power Ltd has entered into a 25-year power purchase agreement with off-takers for its entire capacity at a competitive tariff. The project would supply power to 18 off-takers in 10 states.

R-Power is also execu-ting two more UMPPs at Sasan (Madhya Pradesh) and Krishnapatnam (Andhra Pradesh).

Having survived on supplies from the Central sector for long, Bihar is taking quick steps to have adequate power-generation capacity.

At least 23 companies including Tata Power, Videocon, Reliance Power, Essar have shown interest to set up three supercritical power stations of 2 X 660 MW (1,320 MW) each in Bihar through tariff-based competitive bidding route.

According to a senior State official, all the companies participated in a pre-bid conference held in end-September. Bidding for the project is expected to open in December.

Successful bidders will supply 85 per cent of generation to the Bihar State Electricity Board (BSEB) at the determined tariff while the residual 15 per cent can be sold at open market.

COAL LINKAGE

While the Bihar Government will offer the requisite land, water and other such infrastructure for the projects scheduled to come up at Chausa (Buxar), Kajra (Lakhisarai) and Pirpainti (Bhagalpur); BSEB will also ensure coal linkage for the 1,320-MW Chausa project.

“The Ministry of Power has already recommended this project to the Coal Ministry for award of coal linkage,” Mr P.K. Rai, Chairman, BSEB, told Business Line.

NTPC-BSEB VENTURE

Meanwhile, Nabinagar Power Generating Co Pvt. Ltd – a 50:50 joint venture between NTPC and BSEB – is in the final stages of awarding BTG (boiler-turbine-generator) contracts for the 3 X 660 MW (1980 MW) coal-based power station in Aurangabad district.

NTPC is expected to award the boiler package for three supercritical units at Nabinagar this month,” a State official said. The 1,980-MW capacity was expected to be commissioned in 2014 with 68 per cent of the total generation allocated for the home State.

The public sector power major (NTPC) is also commissioning 2 X 660 MW Barh-II thermal power station near Patna. The first unit of the project is slated to be on stream in December 2012. Bihar has sought 50 per cent share of generation.

PPAS SIGNED

Meanwhile, Bihar has also signed long-term (25-year) agreements for purchasing nearly 1,000 MW of power from upcoming generation capacities of Essar and GMR in the neighbouring States, through tariff-based competitive bidding route. Supply will commence between 2014 and 2015.

Sasan Power, a wholly owned subsidiary of Reliance Power which is executing the flagship project will receive USD 1.1 billion from Chinese banks including Bank of China. China Development Bank and Export Import Bank of China. The Export Import Bank of United States has approved funding of USD 917 million to Sasan Power as part financing of the project cost of the Sasan UMPP.

``We are delighted that these prestigious financial institutions in US and China have the confidence in our power generation business and are willing to provide long-term loans to us even in challenging global conditions,`` said J P Chalasani, the chief executive officer of Reliance Power.

``It reduces our cost of debt and widens our source of funding for the Sasan project,`` he added.

The funding from Chinese banks represents the first-ever project financing done by Chinese banks. In addition to the funding from US and Chinese banks, the Sesan project has also got USD 150 million financing from other sources.

Shares of the company declined Rs 3, or 3.76%, to settle at Rs 76.80. The total volume of shares traded was 1,828,921 at the BSE (Friday).

India's largest private power producer Tata Power Company Ltd is expected to commission the first unit of 800 MW in the next few weeks and another of 800 MW by February 2012. PGCIL will evacuate this power to be supplied from the national grid.

About 770-km-long transmission line has been commissioned in challenging conditions like passing through rough terrains in creek area of the Arabian Sea, severe right-of-way problems, excessive water-logging due to heavy rains, etc, said Mr D.S. Singh, Executive Director of Power Grid Corporation.

The Tata Group firm said as per the terms of the UMPP contracts, seven months' time is provided for stabilisation of electricity supply from a unit to the grid. However, the company aims to commence evacuation of power from the project within the next four months.

"Contractually, it requires seven months post-availability of transmission lines to stabilise a unit. We aim to stabilise Unit-1 of the Mundra UMPP in four months," the statement added.

PGCIL confirmed that it had established the transmission network for the Mundra network and that it is ready for evacuation of power.

"From our side, the transmission network is ready and evacuation of power can start now," a PGCIL official said.

Meanwhile, some industry experts have indicated that Tata Power may be adopting a go-slow approach on the project as it is sourcing coal for the project from Indonesia.

Following the introduction of new regulations in that country that make it mandatory to benchmark coal export prices to international rates, the project's viability may have decreased, they said.

However, the experts acknowledged that evacuation of electricity from a plant does take some time even after the transmission network is in place.

"PGCIL is not totally right when they say that evacuation of power can start, it does take time. Yes, there are some issues related to the change in regulatory regime in Indonesia, Tata Power have a negotiated price with the coal companies there, which is less than the market price," an industry expert said.

"The delay in commissioning of the plant cannot be attributed to one factor alone," he said.

Once commissioned, Tata Power's Mundra project would be the country's first ultra mega power project.

It comprises six units of 660 MW, of which the first unit is expected to start generating power by January. Power Finance Corporation, the nodal agency for these UMPPs, has so far awarded four such projects.

The other three projects -- Sasan (Madhya Pradesh), Krishnapatnam (Andhra Pradesh) and Tilaiya (Jharkhand) -- have been bagged by Reliance Power.

Multiple high tension power transmission lines passing through some of the state’s eco-sensitive zones, involving felling of trees, and criss-crossing mountain valleys in Himachal Pradesh, could finally give way to separate “power corridors” for each river basin.

An expert team set up by the Central Electricity Authority (CEA) and Power Grid Corporation of India Limited (PGCL), which had paid a visit to the state’s tribal belt of Lahual-Spiti and Kinnaur during the last 10 days, has reportedly supported the state government’s proposal for separate power corridors for all river basins like Chandra-Bhaga (Chinab) and Satluj.

The team, which was in Shimla recently, met Principal Secretary (Power) Deepak Sanan — also the in-charge of forest and environment department — and discussed the matter.

The Chander-Bhaga project alone is set to generate nearly 3,500 MW of power in the next few years. But the evacuation of the power would pose a big challenge in view of the geographical conditions — the area remains under snow for seven months.

The team is learnt to have found possibilities of evacuating at least 2,000 MW of power towards Jammu and Kashmir. The rest will be wheeled to a corridor proposed for Satluj basins. Similar basins may also be developed separately. The team is expected to submit a report in this regard to the CEA next month.

Recently, the Himachal government had not only faced serious criticism but was also questioned by the state high court regarding its sanction to a 230-km-long power transmission line to Jaypee Group, which resulted in the felling of over 14,000 trees. The transmission line was required for the evacuation of power from the newly commissioned 1,200 MW Karcham Wangtoo hydel project on Satluj.

Similarly, more than 100 hydel projects coming up in Lahual-Spiti, Kinnaur and Kullu districts have also been allowed to lay transmission lines for power evacuation, resulting in felling of several lakhs of trees.

“There is no need to allow each and every project a separate transmission line. Why can’t there be a power corridor for every basin? This is an idea the government is pushing very seriously with the CEA and PGCL. Now, since the team has already returned after conducting its survey, central agencies like CEA should take an early decision,” said Sanan.

“While transmission line for Jaypee Group has been allowed in thickly-wooded forests on the left bank of the Satluj, the right bank is almost barren. Now, simply because of the lapses on the part of the forest department, more than 20,000 trees will face the axe,” said Congress MLA G S Bali.

Forest officials admitted that had the transmission lines been recommended on other side of the river, the loss would have been just 10 per cent of the total estimated loss. The company opted for the left bank of the river, as the construction cost was higher on the right side — it was not connected to a road. The development of infrastructure like roads and bridges will escalate the cost of laying the lines by Rs 100 crore.

The first synchronization of both units was done long time back, Unit #1 (Dec 2009) & Unit #2 (Apr 2010). We have completed the Performance Guarantee test of Unit #2, for Unit #1 the PG test is expected to be completed in the 4 months time.

As per the schedule, the first phase of the 726-MW Palatana power project being implemented by ONGC Tripura Power Company Ltd (OTPCL) -- a special purpose vehicle between ONGC, the Tripura government and IL&FS -- will be operational by February next year, though it was supposed to come onstream by the end of this year.

In the case of the Monarchak project, NEEPCO has fixed a deadline of March, 2013, for power generation from the 104-MW project.

As per the plan, ONGC will supply gas to the Palatana power project from 14 wells in phases, with the objective of running the plant for 20-22 years.

In view of the growing demand for natural gas, the ONGC has kicked off 'Mission Six Million' to increase gas production and has set a target for drilling 41 wells in Tripura by next year.

"We are hopeful of achieving the target within the scheduled time," he said.

However, the asset manager made it clear that ONGC would not be in a position to supply gas for any new project after meeting the demand of the Palatana and Monarchak power plants.

Satyanarayana said ONGC discovered a well at Khoubal, in North Tripura district, last year and is trying hard to explore more wells in the state.

JSW Energy today said it had started full commercial operations at its 1,200-MW Ratnagiri thermal power plant, besides resuming operations at Barmer power project.

The company has started commercial operations of the fourth unit, with 300 MW capacity, at the Ratnagiri plant in Maharashtra yesterday.

The company has also resumed operations of 2X135 MW Barmer power project on October 12. This follows the grant of ad-hoc interim tariff by Rajasthan Electricity Regulatory Commission (RERC).

"Lignite mining by Barmer Lignite Mining Co (BLMCL) has commenced operation upon the transfer of mining licence for Kapurdi reserves in favour of BLMCL," the statement said.

BLMCL is a joint venture between Rajasthan State Mines & Minerals (RSMML) and Rajasthan West Power (RWPL), a wholly-owned subsidiary of JSW Energy for developing lignite mines in Kapurdi and Jalipa in the district of Barmer.

"The commissioning of Unit 3 & Unit 4 is also expected shortly upon receipt of the tariff order from RERC... The Barmer project is expected to commission the balance units by the end of the current fiscal 2012," the statement noted.

JSW Energy's aggregate generation capacity is 2,330 MW.

Kochi to have 4200 MW Mega Power Plant

Union Petroleum Minister- Jaipal Reddy speaking to media at Kochi, said that the advanced regassification plant of Petronet's LNG Terminal at Kochi's phase one will be completed by 2012 and soon will help to establish a 4200 MW Mega Powerplant in Kochi, at a cost of Rs 4200 Crore.

4200 MW at just Rs 4200 MW??? Seriously there is something wrong it takes Rs 5,000 cr for 800-1000 MW.

I think it means that the LNG terminal can provide gas to plants totaling 4200 MW.
