Yeah, but in another article they mentioned they could start the first phase as early as next year.

The office developer KDC is known for its Legacy West Development in Plano (A Dallas suburb). Toyota is one company that relocated their headquarters to Legacy West. Other companies have relocated as well or expanded their operations and decided to move there.

Based on their reputation, this has a likelihood of coming to fruition.
