Until now, Santiago is the only town along with Montevideo I have seen from South America that looks developed so far...

In my opinion are:

The more dense skyline: São Paulo, Brazil.
The more modern skyline: Santiago, Chile.
The more beautiful skyline: Buenos Aires, Argentina.

A picture taken by a chilean forumer one week ago showing the skyline of Santiago and its four new skyscrapers rising, Titanium tower (192m) and Costanera Center (300m, 170m, 170m).

The Andes in the background are the most breathtaking scenery I have seen so far in South America along with the Iguassu Falls in Argentina/Brazil!
