it's big enough to have an expressway, but not a toll one.

An expressway that goes through the heart of the city is missing the entire point. The toll mechanism expenditure itself is overhead, and to return the investment the toll needed will be quite harsh, I think, and the project will become underused in the short and medium run. If the money will be raised locally it will spell trouble for a relatively fragile economy such as Sri-Lanka's, so the best way to go at this is a PFI with a corporation ( perhaps and Int'l one) bringing knowledge and cash to construct and maintain for a fee over 30 years or so, with no tolls.

Southern Highway - Sri Lanka

THE Government has given priority for the fast track of the Rs. 30 Billion Southern Highway which is expected will boost GDP growth to 10%+ in the South.
The Asian Development Bank (ADB) and Japan Business Corporation (JBIC) is supporting the 'Southern Transport Development Project' estimated at a cost of Rs. 30 Billion will reduce drive time to 1 1/2 hours from the current four hours travel time between Colombo and Matara thereby driving productivity up will catalyse the economic development in the immediate influencing areas to help Sri Lanka achieve a National GDP growth of 8%.


The key is to fast track this project so that the benefits to the country can come in earlier the Director National Council For Economic Development of Sri Lanka Rohantha Athukorala said.

The budget proposal of new industries to be set up outside Colombo and Gampaha districts investing not less than Rs. 30 million in plant and machinery or building and employing not less than 200 being granted a five to ten year tax holiday.

In addition the Government granting investment relief, VAT and Customs duty exemption on the import of new machinery whilst also interest on any credit facility granted by lending institutions for such industries is also exempt from taxes will strategically fit into the benefiting the country due to the investments in infrastructure development projects like transport.

We can see the wholistic approach the government is taking to deliver the national growth target of 8%, said Athukorala.

The 128 Km long new highway will improve access from Colombo to the Southern Region and boost basic transport infrastructure, the key to catalyse rural economic development and drive GDP growth to 10%+ in the Southern Province.

The project consists of 3 sections. The Kottawa to Dodangoda section ( 67 Km) funded by JBIC is in progress with the China Harbour Engineering Company commencing work from September 8, 2005.

The second section consisting of Dodangoda to Kurundugahahetekma once again funded by JBIC, the contractor is being finalised.

The 3rd section Kurundugahahetekma to Godagama with Galle Port access funded by the Asian Development Bank (ADB), the construction is in progress under Kumagi Gumi of Japan.

The project is to be completed by 2007/8 according to V. Sivagnanasothy the Deputy Director Department of Foreign Aid and Budget Monitoring Ministry of Finance.

The Southern Highway component will have major influences on the development of the disadvantaged southern region of the country and which have a significant impact on the high level of poverty in the region.

The proportion of population below poverty line in the Southern Region will be reduced to 12% by the year 2010. It is also estimated that Gross Domestic Product (GDP) of the southern Province will increase to 10%+ in the near future.

Speedy construction of Colombo - Trinco Expressway advocated


The construction of the Colombo Trincomalee Expressway (CTE) is long overdue and should be carried out without delay for the purpose of shifting Colombo centered development into the provinces, as envisaged in the 2006 budget proposals. The CTE was proposed in the early 1970's.

The expressway, proposed in the early 1970s should pass through Dambulla, which is the hub of Mahaweli produce trading, Prof Willie Mendis, senior professor of town and country planning of the University of Moratuwa said.

Such an expressway would cut down travel time from Colombo to Trincomalee to three hours, enable produce to shift from the Mahaweli areas to the east and west of the country and bring goods into the ports, for export.

From the 1960's the Mahaweli economy was agriculture and hydroelectricity oriented, leaving little room for the second generation of Mahaweli settlers to have opportunity in the progress of the Mahaweli project.

The 2006 budget advocates the remodelling of the Mahaweli economy to increase its contribution to the GDP from one to three percent. To achieve this, the budget has proposed an urban development program in the Mahaweli areas.

This has already been included in the greater Dambulla Development Plan proposed in the budget, together with the development envisaged in the eastern port city of Trincomalee and its region. With it, the Mahaweli Urban Development Program will be further strengthened. Consequently the Trincomalee Colombo Corridor will be the key to development, away from Colombo and Gampaha.

Similarly, the building of the Southern Expressway would link Colombo with the south, heighten southern development and an increase of the south's contribution to the nation's GDP, Prof Mendis said.

a very congested route and not made better by the mixture of traffic types and general indiscipline of driving in Sri Lanka.

However this road has been better marked and surfaced in recent years and it has a roughened area in the centre, which has greatly improved things as vehicles no longer tend to go on the wrong side of the road in the face of oncoming traffic!!

The Southern Expressway will open for 96 kilometers today, November 27th, 2011. It connects Colombo with the southern city of Galle and is the first ever controlled access highway of Sri Lanka.

E02 is not yet constructed. It is currently under construction, the Outer Circular Highway that connects all major roads to and from Colombo. It will open in 2012.
