I know New Orleans doesn't have the tallest buildings (the tallest is the One Shell Square with 212 meters, but it's a wonderful atmosphere though). I'm talking about musicians playing with the Mississippi River as a background. That's something which plays a major part for the descission of the best skyline

I'm actually doing a masters dissertation on skylines at the moment and I'm coming to the conclusion that beneath this discussion are a few facts:

a skyline should represent a shorthand for a great city. In the skyline we should be able to see all that we want from a great city - Energy, progress, history, opportunity, fun, beauty, natural drama nearby, variety. if a skyline fails to satisfy these things we may subconciously get the message that it represents an inadequate city.

A skyline can become an icon. This is because of much more than density, height, variety, setting etc. Skylines such as New Yorks and Sydneys are so associated with success, urbanity and urban energy and opportunity, plus they have been featured in movies for years, that they have become something more than a colelction of buildings. some impressive skylines have failed to achieve iconic status

I'll add a few things that I don't think have been mentioned.
Compactness and containment. Dont we all like it when a skyline springs out of the flat - ie new york out of its island or La defense out of the flat sea of the old city.

Balance between background buildings and iconic landmarks. Not all the buildings of a city can be landmarks because thats just a mess. If all of them are landmarks then none are. The tallest buildings need to rise from a balanced mass of very low, then a large number of medium rise, a few less slightly taller, and then 3 or 5 taller landmarks.

I also think that the tallest buildings need to pierce the sky with something sharp. i think it is a human instinct that the spire of thin tower is best suited to piercing the sky.

^ Wow hydrogen, that so far is the best New York photo I have seen. I love the way the skyline has harmony, coordination and symmetry. Did you take that photo?
