Mountains can certainly be great backdrops to a city but.....

Would you then include Santiago (Chile), Los Angeles, Denver, or Vancouver at the top of any list for the same reason?

I have Los Angeles in the list. Although I think LA has only foothills, the true mountains are far from the city.
And Santiago is very beautiful as well.

Well I looked at their Tehran page and they had some 15, 16 floor hotels listed but NONE of the Atisaz buildings, NONE of the apartment houses in Elahiyeh and Niavaran, and NONE of apartment houses in Shahrak. And all of these buildings I know are 20-35 floors high.

It's probably because Emporis doesn't have much contributors from Tehran or lack info / sources.
