Yes, those are Art Deco Buildings at Shanghai's Fuzhou Road (福州路) built in the 1920s and 30s.
There are many Art Deco Buildings in Shanghai built in that Era, another famous example is the Park Hotel Shanghai (国际饭店) at Nanjing Road West (南京西路).

The Park Hotel is one of the greatest currently existing buildings in Shanghai in my opinion. From an international perspective, the history of the architecture of Shanghai is among the most interesting of all Chinese cities. Hopefully Shanghai can see more stone-clad buildings of this sort in the future.

By the way, what is the name of the building in the picture that I quoted?

The one with air con units is the Hamilton House (Chinese: 汉弥尔登大楼, was a mixed use apartment-plus-office building built in year 1933),
the one on the left is Metropole Hotel (Chinese: 都城饭店, built in year 1934),
the one on the right is Development Building (Chinese: 建设大楼, built in year 1934).

Thanks. Seeing these old buildings gives me greater respect for Shanghai. What are some other nice buildings in Shanghai from that time period?

I'd say those buildings at the Bund and along the roads that are perpendicular to the Bund (ie. Nanjing Rd, Beijing Rd, Fuzhou Rd, Guangdong Rd, Dianchi Rd and Hankou Rd) within the former British and American Concessions .

Other interesting buildings might be able to find in the Former French Concession, ie: Normandie Apartments, Grosvenor House Apartments and Picardie Hotel, etc.
