The skyline is not determined by the photo, or the angle of the photo, but rather the buildings themselves.

I am sure there are dozens of angles at which HK scrapers make a great skyline. This only requires lookig at them from relatively low point (ballpark not higher than half their average height) and from an appropriate distance. Apost above by Scion shows good pics of HK skyline.

But looking at a collection of highrises from above, when you stare down their rooftops, and they project on the ground or water below, is clearly not a skyline.

I disagree.
In each picture posted by Scion, the mountains are visible if you look closely.

What is defined as the "major" Hong Kong skyline (Hong Kong Island) in your opinion does not exist, as there is practically no view from which the buildings line up against the sky.
