So if we build a skyscraper in the middle of a village in Africa, suddenly people will live in wealth ?
Skyscrapers mean nothing and most of the time they are built in the east just as a place to put the money in. Look at China - they have hundreds of tall towers going up, yet people still live in villages and in a matter of years new skyscrapers become rusty, crack and even begin to fall apart.
Jabalpur has no reason to build this. They're not experts in IT, banking or other office-oriented business.
That thing would be like Ryugyong Hotel in Pyongyang, which was made just for showing off.

totally forgot this one was an indian project, but i do remember this render and i loved it for its craziness

Yellow tends to symbolize wealth in Eastern cultures I think.
